The Council completed the fitment exercise for goods and broadly approved GST rates at nil, five, twelve, eighteen and twenty-eight per cent across the tariff, along with the rates of GST compensation cess to be levied on specified goods. GSTN Advisories dated 12 April 2023 and 6 May 2023 — time limit for reporting invoices on the Invoice Registration Portal · 2023-04-12
GSTN announced that taxpayers with aggregate annual turnover of one hundred crore rupees or more would be unable to report an invoice on the Invoice Registration Portal more than seven days after the document date, with effect from 1 May 2023. After representations the implementation was deferred by three months. The idea returned later as a thirty day reporting limit applying to taxpayers with turnover of ten crore rupees and above.
What to do about it: Large Chennai taxpayers should generate the invoice reference number on the day of billing rather than leaving e-invoicing to month end.

Implementing 55th GST Council decisions, CBIC clarified that penal charges levied by banks and NBFCs for breach of loan terms, which replaced penal interest per RBI directions, are not consideration for any service and attract no GST. It also clarified that RBI-regulated payment aggregators are covered by the exemption for settlement of transactions up to Rs 2,000, and addressed other service-tax positions, regularising past periods on an as-is basis.
Practical effect: Borrowers should not accept GST charged on penal charges by lenders, and merchants using payment aggregators get relief on small-ticket settlement charges.
