Under the new Schedule I, woven fabrics of silk, wool, cotton, other vegetable fibres, man-made filaments and man-made staple fibres, knitted and crocheted fabrics, sewing thread of man-made filaments and staple fibres, and worn clothing and rags all attract five per cent. Man-made fibre and yarn, which had long been taxed higher than the cloth made from them, were also brought down, largely correcting the inverted duty structure that had troubled the Tamil Nadu textile belt since 2017.

A day before the change took effect, the Tax Research Unit issued FAQs explaining that the expression takes its meaning from the Legal Metrology Act, 2009 and covers commodities intended for retail sale in packs of up to twenty-five kilograms or twenty-five litres that must bear statutory declarations. A single package above that limit is not covered, nor are packs supplied to an industrial or institutional consumer. Loose sale from a large pack by a retailer does not attract the levy.

What it means for you: A fifty-kilogram rice bag sold as one package stays outside the levy, but the moment it is repacked into labelled retail bags of twenty-five kilograms or less, five per cent applies.

What are deemed exports and who claims the refund, the supplier or the buyer?
Deemed exports are notified domestic supplies treated like exports even though goods do not leave India, such as supplies to Export Oriented Units, supplies against Advance Authorisation, and supplies of capital goods against EPCG authorisation. Tax is paid on these supplies, and the refund of that tax can be claimed through RFD-01 by either the recipient or, where the recipient furnishes an undertaking that it will not claim the refund and will not avail ITC, by the supplier. I export under LUT without charging tax. Can I get a refund of my input tax credit?
Yes. Exports made under a Letter of Undertaking are zero-rated, so the input tax credit accumulated on your purchases can be claimed as a refund by filing RFD-01 under the category refund of unutilised ITC on export without payment of tax. The refund is computed proportionately using the formula in Rule 89(4), based on your export turnover versus total turnover. What falls under the 18 percent standard rate of GST now?
The 18 percent slab is the standard rate for most services and for goods that are neither essentials nor demerit items. Notably, several products that earlier suffered 28 percent moved down to 18 percent from 22 September 2025: air conditioners, televisions of all sizes, dishwashers, cement, small cars and motorcycles up to 350cc, and most auto parts. Apparel and footwear priced above Rs.2,500 per piece also fall at 18 percent. Is GST still charged on life and health insurance premiums?
No. With effect from 22 September 2025, premiums on all individual life insurance policies, including term plans, endowment plans and ULIPs, and all individual health insurance policies, including family floater and senior citizen plans, are exempt from GST. Reinsurance of these policies is also exempt. Earlier these premiums bore 18 percent tax. Note that the exemption applies to policies taken by individuals; certain group covers procured by businesses can still attract GST, and insurers can no longer claim input credit attributable to exempt policies. Policyholders should see the benefit directly in renewal notices.
Our security agency does not charge GST on its bills. Is that correct?
Quite possibly, yes. Since 1 January 2019, security services meaning supply of security personnel, when provided by any person other than a body corporate to a registered person, fall under reverse charge, so the agency correctly bills without tax and you pay 18 percent through GSTR-3B in cash, claiming ITC. If your security agency is a private limited company, however, RCM does not apply and it must charge GST on its invoice under forward charge. Composition taxpayers as recipients are excluded from this entry. Confirm the agency's constitution from its PAN, because paying under the wrong mechanism creates trouble for both sides.
Does compensation cess still apply on any goods?
For most goods, no. With the rate restructuring of 22 September 2025, compensation cess was discontinued on items such as cars, and the demerit burden was merged into the single 40 percent rate. The cess continues only on pan masala and specified tobacco products during the transition period while past compensation cess loan obligations are being discharged. A practical point for traders: balances of unutilised compensation cess credit cannot be cross-utilised against CGST, SGST or IGST liability, so businesses holding old cess credit should evaluate their position rather than assuming it will set off future tax.
How is interest calculated on a GST demand or late payment?
