Notification No. 13/2025-Central Tax (Rate), dated 17 September 2025 · 2025-09-17
This notification replaces the entire table in the 2018 handicrafts notification with a fresh list of about thirty-nine entries from 22 September 2025. Most items carry central tax of 2.5 per cent, that is five per cent combined: handcrafted candles, carved and inlaid wood products, wooden frames, art ware of cork and sholapith, vegetable-fibre mats and basketwork, handmade paper, papier mache articles, coir goods, handmade carpets, stone carving, ceramic and glass art ware, brass and copper art ware, wooden toys, hand paintings and original sculptures. Silver filigree work and handmade imitation jewellery, including jewellery of natural seeds and beads, carry 1.5 per cent central tax, that is three per cent combined.
Why this matters: Handicraft retailers in Chennai charge five per cent on the general run of handicraft goods, but must apply three per cent to silver filigree work and handmade imitation jewellery.
Circular No. 176/08/2022-GST · 2022-07-06
The Board withdrew Circular No. 106/25/2019-GST dated 29 June 2019, which had prescribed a special refund mechanism for retail outlets in the departure area of international airports supplying indigenous goods to outgoing international passengers. The special procedure on which that mechanism rested was discontinued, so the separate refund route no longer operates. Such outlets must now follow the ordinary refund provisions instead of the withdrawn special procedure.
Practical effect: Duty free operators at Chennai airport should file under the normal export refund provisions, as the older special refund circular no longer exists.

Refund of input tax credit on exported support services was denied on the footing that the company was an intermediary. The Court allowed all the petitions and directed refund within thirty days, holding that a person who supplies services on his own account is excluded from the definition of intermediary in Section 2(13) of the IGST Act. Relying on Circular No. 161/17/2021-GST, it also held that an Indian company and its foreign holding company are separate persons, so the services qualified as exports.
Why this matters: Chennai IT, engineering and back-office companies billing their overseas parent should resist the intermediary label — services rendered on own account under a direct agreement qualify as zero-rated exports.
