GSTN rolled out biometric-based Aadhaar authentication and document verification for GST registration applicants in Tamil Nadu and Himachal Pradesh. Applications identified by data analytics and risk parameters are routed for biometric verification, requiring the applicant to book a slot and visit a GST Suvidha Kendra with original documents for photograph and fingerprint capture. Rule 8 of the CGST Rules was amended to support this risk-based process.
Why this matters: New applicants in Chennai should keep originals ready and complete the GSK biometric visit promptly, as registration is not granted until verification is done.
34th GST Council Meeting (video conferencing) — 19 March 2019 · 2019-03-19
The Council gave promoters a one-time option to continue paying tax at the old effective rates of eight or twelve per cent with input tax credit on ongoing projects, meaning buildings where both construction and actual booking had started before 1 April 2019 and which were not completed by 31 March 2019. The option had to be exercised once within a prescribed time frame, failing which the new rates applied automatically. Credit for projects moving across was to be transitioned pro rata.
Why this matters: Chennai builders who did not formally exercise the option in 2019 are on the one and five per cent no-credit rates, and any credit claimed since then is exposed to reversal.
Notification No. 02/2019-Central Tax dated 29.01.2019 · 2019-01-29
This notification appointed 1 February 2019 as the date on which the Central Goods and Services Tax (Amendment) Act, 2018 came into force. That amendment Act made several structural changes, including replacing the blanket reverse charge on purchases from unregistered persons under section 9(4) with a narrower provision applying only to notified classes of registered persons, permitting multiple registrations within a State for separate places of business, and widening the scope of eligible input tax credit.
What to do about it: For a Chennai business, 1 February 2019 is the date the unregistered-purchase reverse charge threat was permanently removed and separate registrations for multiple Chennai premises became possible.
