Taxpayers whose aggregate turnover exceeds Rs.5 crore in a financial year must file GSTR-9C, a reconciliation statement between the audited annual financial statements and the GSTR-9 annual return, by 31 December. Since FY 2020-21 the statement is self-certified rather than CA-certified, which places the responsibility for accuracy squarely on the taxpayer. GSTR-9C is effectively the department's desk-audit tool: unreconciled gaps between book turnover and declared turnover, or between ITC per books and ITC claimed, invite scrutiny and demand notices. For FY 2023-24 onwards, Table 8A of the annual return GSTR-9 is auto-populated from GSTR-2B instead of GSTR-2A, following Notification No. 12/2024 and 20/2024-Central Tax. GSTN's advisory explains scenario-wise how invoices of one year appearing in the next year's GSTR-2B should be reported, why differences between Table 8A and manually entered Table 8C can legitimately arise, and how to reconcile ITC across Tables 8, 12 and 13.
What to do about it: Prepare a GSTR-2B based ITC reconciliation before filing GSTR-9, and document genuine 8A versus 8C timing differences to answer later scrutiny.
Notification No. 1/2025-Central Tax (Rate), dated 16 January 2025 · 2025-01-16
Following the 55th GST Council meeting, fortified rice kernel classifiable under heading 1904 was placed at five per cent irrespective of end use, removing the earlier distinction based on whether it was supplied for public distribution. The same notification recast the definition of pre-packaged and labelled so that it clearly covers commodities intended for retail sale in packs of not more than twenty-five kilograms or twenty-five litres that must bear declarations under the Legal Metrology Act, 2009.
What to do about it: Rice millers and food processors supplying fortified rice kernel charge five per cent from 16 January 2025 whoever the buyer is.

Where a resolution plan is approved by the adjudicating authority under the Insolvency and Bankruptcy Code and the government's claim is scaled down, the tax department cannot continue to pursue the original demand. The Board directed officers to give effect to the approved plan by issuing an intimation in FORM GST DRC-25 under Rule 161, reducing the demand in the recovery records to the amount admitted in the plan, and to close recovery proceedings for the balance.
Why this matters: If a Chennai company has come out of insolvency, insist on a DRC-25 intimation so that the old demand stops appearing in the recovery register and blocking registration or refunds.
