A day before the change took effect, the Tax Research Unit issued FAQs explaining that the expression takes its meaning from the Legal Metrology Act, 2009 and covers commodities intended for retail sale in packs of up to twenty-five kilograms or twenty-five litres that must bear statutory declarations. A single package above that limit is not covered, nor are packs supplied to an industrial or institutional consumer. Loose sale from a large pack by a retailer does not attract the levy.
What it means for you: A fifty-kilogram rice bag sold as one package stays outside the levy, but the moment it is repacked into labelled retail bags of twenty-five kilograms or less, five per cent applies.

CBIC notified a special procedure under Section 148 allowing taxpayers against whom orders under Sections 73, 74, 107 or 108 confirmed demands for wrong availment of ITC solely due to the Section 16(4) time limit, and who had not appealed, to apply electronically within six months for rectification. The adjudicating authority must re-examine the demand in light of the retrospective Sections 16(5) and 16(6) and pass a rectified order, ordinarily within three months.
What to do about it: Old ITC-time-limit demands did not need a fresh appeal; a portal rectification application citing this notification could get the order corrected and the demand dropped.
47th GST Council Meeting, Chandigarh — 28 and 29 June 2022 · 2022-06-29
The Council recommended withdrawing the exemption on hotel accommodation priced up to one thousand rupees per unit per day and taxing it at 12 per cent, and taxing room rent charged by a hospital, other than intensive care and similar critical care units, where the charge exceeds five thousand rupees per day per patient, at 5 per cent without input tax credit. It also recommended withdrawing the small-consignment exemptions for goods transport agencies and giving transporters a forward-charge option. The changes took effect from 18 July 2022.
Practical effect: Chennai lodges charging under one thousand rupees a night and hospitals with deluxe rooms above five thousand rupees a day both acquired new GST liabilities from 18 July 2022.
