The late fee payable under Section 47 for GSTR-3B was waived entirely for the tax periods February, March and April 2020, subject to the return being furnished within the extended dates set out for each turnover slab. Large taxpayers had to file by 24 June 2020, while smaller taxpayers had staggered dates running into June and July 2020. If the return was filed after the specified date the waiver fell away and the ordinary late fee revived from the original due date.
What to do about it: Check the actual filing date before paying any late fee demand for February to April 2020, because a timely filed return under this notification carries no fee at all.

Responding to widespread complaints about arbitrary queries, CBIC directed registration officers to seek only the documents listed in Form GST REG-01. For rented premises a valid rent agreement with the owner's ownership proof suffices; for owned premises any one ownership document is enough; no-objection certificates suffice for consent premises. Officers must not demand physical originals, question the applicant's residential address or business activity, or raise presumptive queries, and any query must be specific and approved by the Deputy or Assistant Commissioner.

Reversing the single judge, the Division Bench held that accumulated CENVAT credit of Education Cess, Secondary and Higher Education Cess and Krishi Kalyan Cess cannot be transitioned into the GST regime under Section 140 of the CGST Act. These cesses had been abolished before GST began and were never notified as eligible duties, so the balances had become dead claims that cannot be set off against output GST.
Practical effect: If your TRAN-1 carried forward old cess balances, expect a demand — this Madras High Court ruling binds Tamil Nadu businesses and there is no entitlement to that credit.
