The Council recommended nil GST on food preparation of millet flour in powder form containing at least 70 per cent millets by weight when sold loose, and 5 per cent when pre-packaged and labelled. GST on molasses was slashed from 28 per cent to 5 per cent to benefit sugarcane farmers and reduce cattle feed costs. The Council also clarified that job work services of converting barley into malt attract the concessional 5 per cent rate applicable to job work in relation to food products, and not 18 per cent.
Practical effect: Food processors and cattle-feed traders in Tamil Nadu gained significant input cost relief and needed to re-price millet-based products.
GSTN rollout of Form GSTR-1A pursuant to Notification No. 12/2024-Central Tax, dated 10 July 2024 · 2024-07
Through Notification No. 12/2024-Central Tax and subsequent portal rollout, Form GSTR-1A was reintroduced. It lets a taxpayer amend or add records of the same tax period after filing GSTR-1 but before filing that period's GSTR-3B, so the corrected liability auto-populates into GSTR-3B. Amendments flow to the buyer's GSTR-2B of the next period, and the recipient GSTIN itself cannot be changed through GSTR-1A.
Practical effect: Use GSTR-1A to fix invoice errors in the same month instead of carrying mistakes forward, especially now that GSTR-3B figures are hard-locked.

A penalty order demanding tax with 200 per cent penalty was passed because the company operated an additional place of business that had not been added to its registration. The Madras High Court quashed the penalty, finding it harsh on the facts: the invoice and e-way bill had been generated before the seizure, and the failure to register the extra premises was a technical and venial breach rather than a deliberate attempt at evasion.
Why this matters: A missing additional-place-of-business entry is a compliance slip, not evasion — a maximum penalty on that footing can be challenged in Tamil Nadu.
