Notification No. 79/2020-Central Tax · 2020-10-15
The Central Goods and Services Tax (Twelfth Amendment) Rules, 2020 amended Rule 80 so that the reconciliation statement in Form GSTR-9C for the financial year 2019-20 was required only from registered persons whose aggregate turnover exceeded Rs 5 crore, up from Rs 2 crore. The same notification made several drafting changes to the annual return and reconciliation forms, continuing the practice of keeping many tables optional so that the compliance burden remained manageable.
What to do about it: A Chennai business between Rs 2 crore and Rs 5 crore turnover was released from the reconciliation statement altogether from 2019-20 onwards.
GSTN Advisory dated 24 September 2024 — archival of GST returns data older than seven years · 2024-09-24
GSTN advised that return data on the common portal is retained for seven years only, after which it is archived and no longer available for viewing or download. Archival started with the earliest tax periods of 2017-18 and proceeds month by month, so one further month of data drops off the portal every month. Taxpayers were advised to download and preserve their returns and supporting data before the archival date for each period.
Why this matters: Download and store PDF and JSON copies of every GSTR-1, GSTR-3B and GSTR-9 filed since 2017, because archived returns cannot be retrieved from the portal during an audit or appeal.
Circular No. 212/6/2024-GST · 2024-06-26
A supplier can reduce taxable value for a post-sale discount under Section 15(3)(b)(ii) only if the recipient has reversed the proportionate input tax credit. Pending a portal facility, CBIC prescribed that the supplier obtain a certificate from the recipient's chartered accountant or cost accountant, with the UDIN, confirming the reversal. Where the tax amount involved in a financial year does not exceed Rs 5 lakh for that recipient, an undertaking or certificate from the recipient itself suffices.
What it means for you: Before issuing GST credit notes for target or turnover discounts, collect the buyer's reversal certificate or undertaking, as officers routinely ask for it during audit.
