CBIC clarified several refund issues: the value of export goods, for both 'turnover of zero-rated supply of goods' and 'adjusted total turnover' under Rule 89(4), is the lower of the FOB value declared in the shipping bill and the value declared in the tax invoice; the scope of the undertaking required in Form RFD-01 in relation to Section 16(2)(c) was explained; refund of accumulated credit is admissible even where the credit pertains to invoices of an earlier period but was availed in the refund period; and the manner of computing refunds where GSTR-2B based restrictions apply was set out.

Notification No. 09/2017-Central Tax dated 28.06.2017 · 2017-06-28
This notification appointed 1 July 2017 as the date on which the remaining provisions of the Central Goods and Services Tax Act, 2017 came into force, that is, all the sections not already notified by Notification 01/2017-Central Tax. From this date the levy under section 9, the input tax credit provisions, the return, payment, refund, assessment, audit, demand and appeal machinery all became operative.
Practical effect: For a Chennai business, 1 July 2017 is the dividing line, transactions before it are governed by VAT, service tax and excise, and transactions from that date by GST.

The Supreme Court held that the transaction value declared by an importer must ordinarily be accepted. Before rejecting it, the proper officer must have a reasonable doubt based on certain material and specific reasons, must communicate those grounds to the importer, and must give an opportunity to explain. A mere suspicion, or reliance on price data without disclosure, is not sufficient to displace the declared value.
What to do about it: A Chennai importer facing enhancement of assessable value should insist on written reasons and the comparable data relied upon before accepting any revision.
