A single package above that limit is not covered, nor are packs supplied to an industrial or institutional consumer. Loose sale from a large pack by a retailer does not attract the levy.

The Council recommended withdrawing the exemption on hotel accommodation priced up to one thousand rupees per unit per day and taxing it at 12 per cent, and taxing room rent charged by a hospital, other than intensive care and similar critical care units, where the charge exceeds five thousand rupees per day per patient, at 5 per cent without input tax credit. It also recommended withdrawing the small-consignment exemptions for goods transport agencies and giving transporters a forward-charge option. The changes took effect from 18 July 2022.

What conditions must my IT company meet for a supply to count as export of services?
Section 2(6) of the IGST Act lays down five cumulative conditions: the supplier must be located in India, the recipient must be located outside India, the place of supply must be outside India, payment must be received in convertible foreign exchange or in Indian rupees wherever permitted by the RBI, and the supplier and recipient must not be merely establishments of the same person. If even one condition fails, the supply is not zero-rated and GST becomes payable despite the foreign billing.
