CBIC clarified the taxability of services supplied by a head office to its branch offices in other States. Where the branch is eligible for full input tax credit, the value declared on the head office invoice is deemed to be the open market value, even if it is nil, and salary cost of head office employees need not be included. Distribution of third-party input service credit through the ISD route was, at that time, not mandatory.

The Council created two threshold limits for exemption from registration and payment of GST for suppliers of goods, Rs 40 lakh and Rs 20 lakh, and gave states a week to choose which limit would apply in their territory. The threshold for service providers was left unchanged at Rs 20 lakh, and at Rs 10 lakh for special category states. The change was made operational from 1 April 2019 and remains the basic registration test for traders and manufacturers today.

GSTN Advisory — Invoice Management System, live from 14 October 2024 · 2024-10-14
GSTN launched the Invoice Management System (IMS) on the portal from 14 October 2024. Buyers can now view each invoice uploaded by suppliers in GSTR-1, IFF or GSTR-1A and mark it as accepted, rejected or pending. These actions determine what flows into GSTR-2B, with the first IMS-based GSTR-2B generated on 14 November 2024 for the October 2024 period. Records left without action are treated as deemed accepted.
