Building on the earlier corporate guarantee circular, the Board clarified that the special valuation rule in Rule 28(2) applies to guarantees issued or renewed on or after 26 October 2023, and that the one per cent value is to be read as one per cent per annum of the guarantee amount, apportioned where the guarantee runs for a shorter period. It also confirmed that where the recipient is eligible for full input tax credit, the value declared in the invoice is deemed to be the open market value.
What it means for you: Chennai promoters and holding companies giving guarantees for group borrowings should compute the value annually and, where the borrower takes full credit, can adopt the invoice value.

GSTN removed the requirement to select a refund period in chronological order for certain refund categories, so a claim need not follow strict sequence, and moved those categories to invoice-based filing. For export of services with payment of tax, supplies to special economic zone units with payment of tax, and deemed export claims by the supplier, the applicant uploads the specific invoices in the relevant statement and those invoices are then locked against a repeat claim. All returns due up to the date of the claim must be filed.

This notification designated www.ewaybillgst.gov.in, managed by the National Informatics Centre, as the Common Goods and Services Tax Electronic Portal for the specific purpose of furnishing the electronic way bill. It thereby separated the e-way bill system from the main return and registration portal at www.gst.gov.in, which is why taxpayers maintain distinct credentials and a distinct login for e-way bill generation.
What to do about it: Chennai consignors and transporters must enrol separately on the e-way bill portal, and a GST portal login alone does not permit e-way bill generation.
