Where credit notes issued in a month exceed outward supplies, the net negative figure now auto-populates instead of being forced to zero. The resulting negative liability is carried in the taxpayer's records and automatically adjusted against the liability of subsequent tax periods, removing a long-standing distortion for businesses with heavy sales returns.

CBIC exempted registered persons whose aggregate turnover in FY 2022-23 was up to Rs 2 crore from filing the annual return GSTR-9 for that year, continuing the relaxation given for earlier years. The exemption is optional, meaning eligible taxpayers may still file voluntarily, which can be useful to correct reporting errors of the year. GSTR-9C remained applicable only above Rs 5 crore, so small taxpayers had no annual filing burden at all.
What it means for you: Small businesses under Rs 2 crore turnover need not file GSTR-9 for FY 2022-23, but voluntary filing is worth considering when monthly returns contain errors needing disclosure.

A company procuring and supplying prepaid vouchers, gift cards and e-vouchers to corporate clients was held liable to GST by the AAR and AAAR. The Karnataka High Court reversed, holding that vouchers are in the nature of pre-deposit instruments or actionable claims — a means of payment for future supplies — and their mere trading is neither a supply of goods nor of services, so no GST is payable on the voucher itself. CBIC later clarified voucher taxation consistently with this position.
Why this matters: Businesses running gift card and reward programmes should tax the underlying redemption supply, not the voucher transaction, and review past assessments in light of this ruling.
