GST jurisdiction for Manali (PIN 600068): businesses here generally fall under the CGST Chennai North Commissionerate. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST for Textile and Apparel Businesses in Manali
Textile rates changed structurally from 22 September 2025: garments and made-ups priced up to Rs.2,500 per piece attract 5 percent, while pieces above that level attract 18 percent, so one saree rack in Manali can legitimately carry two rates. Most fabrics remain at 5 percent, and job work processes such as dyeing, printing and embroidery for registered principals are taxed at 5 percent. A specialist builds price-point-based rate logic into your billing, tracks the credit accumulation that low-rate output still causes, and keeps Chapter 50 to 63 HSN reporting accurate so automated comparisons of your GSTR-1 and e-way bill data raise no flags.

Why Us

Why Manali Businesses Choose ChennaiGST

Local jurisdiction knowledge plus senior-level review on every filing.

Fast, Clean Registrations and Amendments

New GSTIN applications, core field amendments through REG-14, additional places of business — we prepare complete, query-resistant applications the first time. Clean paperwork is the difference between smooth approval and weeks lost answering clarification memos from the department.

Refund and Export Experience That Shows

From filing the LUT in RFD-11 at the start of each financial year to preparing RFD-01 refund claims with complete annexures, we know what makes a refund file move. Exporters and inverted-duty businesses come to us specifically for this.

Notice Support Does Not Stop at Filing

If a query, ASMT-10 scrutiny notice or DRC-01 arrives on a return we filed, we stand behind our work and help you draft the reply. You are not left alone with a departmental letter and a thirty-day clock ticking against you.

Strict Data Confidentiality

Your sales figures, supplier lists and login credentials are handled only by our engaged team, stored securely and never shared with any third party. Many of our clients in Manali compete with each other; complete confidentiality is a condition of our work.

Deadline Tracking Done for You

GSTR-1 by the 11th, GSTR-3B by the 20th, CMP-08 by the 18th after each quarter — we maintain a compliance calendar for every client and start chasing your data well before the due date, so late fees never enter the picture.

Reverse Charge Tracked, Not Forgotten

Freight paid to transporters, advocate fees, imported services and other notified supplies attract GST under reverse charge, with self-invoicing where the supplier is unregistered. We maintain a running RCM check every period, because this is the liability self-filers most consistently miss.

GST Law Desk

Recent GST Law You Should Know — relevant to Manali businesses

Real notifications, rulings and case law our consultants track — and apply to client filings and notice replies.

Notification

Textiles and footwear were to move to 12 per cent from January 2022

Notification No. 14/2021-Central Tax (Rate), dated 18 November 2021 · 2021-11-18

To cure the inverted duty structure in which fabric makers paid more tax on yarn and dyes than they collected on cloth, the Government notified an increase from five per cent to twelve per cent across man-made fibre, yarn, fabrics, garments and made-ups, and removed the value-based split on footwear so that all footwear would attract twelve per cent. The change was to take effect from 1 January 2022 and triggered strong protests from the textile trade, including in Tiruppur, Erode and Coimbatore.

Why this matters: This notification is the origin of the textile rate fight, and its history matters when defending classification and rate positions for supplies made around that period.

Portal Advisory

CBIC answers on what counts as pre-packaged and labelled

CBIC Frequently Asked Questions on GST on pre-packaged and labelled goods, dated 17 July 2022 · 2022-07-17

A day before the change took effect, the Tax Research Unit issued FAQs explaining that the expression takes its meaning from the Legal Metrology Act, 2009 and covers commodities intended for retail sale in packs of up to twenty-five kilograms or twenty-five litres that must bear statutory declarations. A single package above that limit is not covered, nor are packs supplied to an industrial or institutional consumer. Loose sale from a large pack by a retailer does not attract the levy.

Practical effect: A fifty-kilogram rice bag sold as one package stays outside the levy, but the moment it is repacked into labelled retail bags of twenty-five kilograms or less, five per cent applies.

AAR Ruling

Carbonated fruit drinks classified as carbonated beverages, not fruit juice drinks

Rich Dairy Products (India) Pvt Ltd - AAR Tamil Nadu (2019), upheld by AAAR Tamil Nadu, Order No. TN/AAAR/01/2020 · 2019

The Namakkal manufacturer made carbonated beverages containing fruit juice and sought classification under the fruit pulp or fruit juice based drinks entry taxed at 12 percent. The Authority held that once carbon dioxide is added the product is classifiable under heading 2202 10 as waters containing added carbon dioxide and flavouring, and not as fruit juice under heading 2009, so the higher rate applicable to that entry along with compensation cess applies. The Appellate Authority upheld that view.

What to do about it: Chennai beverage makers must check whether the drink is carbonated before applying the 12 percent fruit drink rate.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

How do I register my DSC on the GST portal, and why does the emSigner error keep appearing?
After logging in, open My Profile and select Register or Update DSC, choose the authorised signatory's PAN, and sign with the USB token; the certificate must be Class 3 and the PAN on it must match the signatory's PAN on the portal. Signing requires the emSigner utility running in the background, and the common failure to establish connection error means emSigner is not started, is blocked by the browser, or another application occupies its port. Run emSigner as administrator, keep the token connected, and use the trusted-site settings the portal recommends. We troubleshoot DSC issues for Manali companies routinely; call +91 - 9600 606 444.
How do I choose a good GST consultant near me in Manali?
Look for four things: familiarity with the GST portal's actual workflows rather than just theory, responsiveness around due dates such as the 11th for GSTR-1 and the 20th for GSTR-3B, transparent fixed pricing instead of vague estimates, and the ability to handle departmental work like clarification notices, amendments and revocations, not just routine filing. Ask how they track your ARNs and deadlines, and whether they share acknowledgements after every filing. ChennaiGST serves businesses across Manali with fixed-fee packages starting at Rs.999, and every filing is confirmed back to you with the portal acknowledgement. Call +91 - 9600 606 444 for a free initial consultation.
Something is malfunctioning on the GST portal. How do I raise a formal grievance ticket?
Use the GST Self-Service Grievance Redressal Portal at selfservice.gstsystem.in. Select Report Issue, type a keyword describing the problem, and the system suggests the matching category along with FAQs; if those do not resolve it, proceed to raise the ticket by entering your GSTIN or ARN, contact details and a description, and attach screenshots of the error. A ticket reference number is issued instantly by email and SMS. Raising a ticket also creates a record that the failure was on the system side, which helps later if a deadline was missed because of a portal outage. Our Manali office logs tickets for clients as part of retainer support.
Is GST applicable on rent for my shop or office premises?
Yes. Renting of commercial property such as shops, offices, godowns and industrial sheds is a taxable supply of services at 18 percent, charged by the landlord under forward charge once the landlord's aggregate turnover, including this rent, crosses Rs.20 lakh. The tenant, if registered and using the premises for business, can claim the GST as input tax credit, since renting is not a blocked credit. Landlords with several small commercial properties often cross the threshold without realising it, because rent from all properties on the same PAN is clubbed. A yearly turnover check protects against retrospective demands.
What is the difference between ISD and cross-charge, and when is each used?
They solve different problems. The Input Service Distributor mechanism distributes credit on third-party input services received at the head office but consumed by branches, such as an audit fee or software licence billed centrally; the ISD passes the credit itself through ISD invoices and GSTR-6, without charging tax again. Cross-charge applies where the head office performs a service for branches using its own resources; here the head office makes an outward supply, issues a tax invoice with tax, and the branch claims ITC. With ISD distribution mandatory for common third-party input services from 1 April 2025, businesses must now run both mechanisms side by side, each for its correct category.
Do I have to issue an invoice for every small cash sale in my shop?
Not necessarily. Where the value of a supply is less than Rs.200, the buyer is unregistered, and the buyer does not ask for an invoice, you may skip issuing an individual tax invoice. Instead, you must prepare one consolidated tax invoice at the close of each day covering all such small sales. The moment a customer demands an invoice, or the sale is Rs.200 or more, a proper invoice is required. Retail counters typically issue system receipts to every customer anyway, which is cleaner practice, but the daily consolidated invoice is the legal minimum for petty sales.
What are the GST rates on gold, silver and diamond jewellery?
The special rates on precious metals were retained in the GST 2.0 restructuring. Gold, silver and articles of jewellery attract 3 percent GST, rough and unworked diamonds attract 0.25 percent, and jewellery making charges billed separately attract 5 percent. When a jeweller bills a customer, the metal value and making charges can appear as separate line items with their respective rates on the same tax invoice. Old gold purchased from an unregistered customer in exchange transactions does not attract GST in the customer's hands, but valuation of the net supply must be documented carefully.
What are the most common mistakes Chennai businesses make with GST refunds and ITC?
The recurring ones we see across Manali are: missing the two-year limitation for RFD-01, mismatches between GSTR-1, GSTR-3B and shipping bill data that stall export refunds, forgetting the April LUT renewal, claiming ITC on invoices absent from GSTR-2B, ignoring blocked credits under Section 17(5), breaching the 180-day supplier payment rule, and treating deficiency memos as rejections instead of refiling within limitation. Each of these is preventable with a simple monthly checklist and a year-end reconciliation. ChennaiGST builds exactly this discipline into its retainer engagements; call +91 - 9600 606 444 if any of these sounds familiar.
How do I file Form PMT-09 to move money between heads in my cash ledger?
Log in and open Services, then Ledgers, then Electronic Cash Ledger, and select File GST PMT-09 for transfer of amount. The screen shows your balance under each major and minor head. Choose the transfer-from head and amount, choose the transfer-to head, add the details to the table, preview and file with DSC or EVC. The transfer reflects in the ledger immediately and an ARN is generated for your records. There is no limit on how often PMT-09 can be filed, and no government fee applies, so it is always the first fix for a wrong-head deposit.
Is GST payable under reverse charge on payments made to our company directors?
It depends on the capacity in which the director is paid. CBIC Circular 140/10/2020 settles the position: remuneration to a whole-time or executive director who is an employee, paid as salary with TDS under Section 192, is outside GST entirely as an employer-employee transaction. In contrast, sitting fees, commission and professional charges paid to independent or non-executive directors, typically suffering TDS under Section 194J, are taxable and the company pays 18 percent under reverse charge, claiming ITC. Companies in Manali should split their director payments ledger accordingly, issue self-invoices for the RCM portion, and keep board resolutions and TDS treatment consistent as supporting evidence.
Can my GST registration be cancelled for not filing returns?
Yes. Under Rule 21A, the department can suspend a GSTIN where returns are not filed for a continuous period, and Section 29 permits cancellation where a regular taxpayer has not filed returns for six months (two quarters for QRMP, and a composition taxpayer defaulting on the annual return beyond three months). During suspension you cannot issue tax invoices or file returns, which freezes the business. If cancellation happens, revocation must be sought through REG-21 within 90 days after clearing all dues. If you have received a suspension notice in Manali, call +91 - 9600 606 444 immediately.
My shop's landlord in Manali is not GST registered. Do I pay GST on the rent myself?
Yes, if you are registered. With effect from 10 October 2024, renting of any immovable property other than a residential dwelling by an unregistered person to a registered person was notified under reverse charge, so a registered tenant must pay 18 percent on the rent in cash through GSTR-3B and can claim ITC subject to the usual conditions. Composition taxpayers were subsequently excluded from this entry with effect from 16 January 2025. You must also raise a monthly self-invoice since the landlord is unregistered. Many shop and godown tenants in Manali remain unaware of this recent entry; call +91 - 9600 606 444 to regularise past months.
