The Authority held that this is a composite supply in which the printing service is the principal supply, and the supply is therefore taxable at 18 percent. The customer supplying only the content or artwork did not alter the classification.
Practical effect: A Chennai printer supplying its own paper should charge 18 percent on job printed leaflets instead of assuming a lower book rate.

Exporters who imported inputs without paying integrated tax and compensation cess under the advance authorisation and export oriented unit exemption notifications were barred by Rule 96(10) from claiming refund of integrated tax paid on exports. The Board clarified that where such exporters subsequently paid the exempted tax and cess along with interest and had the bill of entry reassessed by the customs authorities, the exemption is treated as not having been availed and the refund already taken stands regularised.
What to do about it: Chennai exporters facing recovery of integrated tax refunds under Rule 96(10) can close the issue by paying the import duties with interest and getting the bill of entry reassessed.

An exporter's refund of IGST paid on exported goods was withheld on the ground that it had claimed duty drawback at the higher rate. Following the Gujarat High Court's Amit Cotton Industries ruling, the Madras High Court held that claiming drawback does not disentitle the exporter to refund of IGST paid on exports, and directed the customs authorities to process the refund along with applicable interest, since the circular relied upon by the department could not override the statutory refund right.
