Building on Circular No. 122/41/2019-GST, CBIC directed that from 24 December 2019 a computer-generated Document Identification Number must be quoted on all communications issued by its officers to taxpayers, including search authorisations, summons, arrest memos, inspection notices, letters and emails. Any communication issued without a DIN, outside the narrow exceptions listed, is to be treated as invalid and deemed never to have been issued.
Why this matters: Check the DIN on any notice, summons or letter you receive, and verify it on the CBIC portal, because a communication without one has no legal effect.

The Supreme Court held that where the statute prescribes a limitation period for filing an appeal plus a specific further period that may be condoned, the appellate authority has no power to condone delay beyond that outer limit. Section 5 of the Limitation Act does not apply where the special statute expressly excludes it. The principle is applied to Section 107 of the CGST Act, which allows three months plus one month only.

Notification No. 12/2025-Central Tax (Rate), dated 17 September 2025 · 2025-09-17

Since that notification was superseded, this amendment substitutes a reference to Schedule II or Schedule III of the new goods rate notification with effect from 22 September 2025. Practical effect: Second-hand vehicle dealers need not change their computation method, but should quote the corrected notification reference in invoices and replies to officers.
