A consignment of power weeders was intercepted on 6 March 2023 at about 10.30 a.m., the e-way bill having expired at 11.59 p.m. the previous night. The taxpayer pleaded a vehicle breakdown. The Court declined to interfere, noting that the validity could have been extended within the permitted window and had not been, and that the officer's decision to detain and penalise under Section 129(1) was not unreasonable. The writ petition was dismissed with liberty to file a statutory appeal.
Why this matters: Chennai transporters must extend e-way bill validity within the permitted window when a vehicle breaks down; the High Court will not excuse an expired bill merely because of a breakdown.

Hair oil and shampoo, toilet soap in the form of bars and cakes other than industrial soap, toothpaste, tooth powder and dental floss were moved into Schedule I at five per cent from 22 September 2025, down from eighteen per cent. Other soaps and organic surface-active preparations, and dentifrices other than the listed items, remain in Schedule II at eighteen per cent, so the concession is confined to the everyday personal care items the Council named.
What it means for you: FMCG distributors must apply five per cent only to the named items and keep the balance of the toiletries range at eighteen per cent, since the split within one chapter is easy to get wrong.

Where an unregistered person has borne GST on a flat booking or a long term insurance policy that is later cancelled, and the supplier can no longer issue a credit note because the time limit under Section 34 has expired, the buyer may claim the refund directly. The circular prescribes obtaining a temporary registration on the common portal using PAN, and filing FORM GST RFD-01 under the prescribed category with the cancellation document and proof of payment, subject to the minimum refund threshold.
Practical effect: A Chennai homebuyer whose builder agreement is cancelled after the credit note window has closed can still recover the GST directly from the department through a temporary registration.
