Trade Profile and GST Jurisdiction for Linghi Chetty Street, Parrys (George Town)

Choosing GST Refund RFD-01 in Parrys (George Town) is ultimately an act of trust: you are handing over sales figures, purchase records and portal access. Parrys Corner is Chennai's oldest wholesale trading quarter, packed with textile houses on Godown Street, electronics stalls in Burma Bazaar, furniture rows in Rattan Bazaar and commodity merchants along Rajaji Salai facing the port. Dealers here dispatch goods statewide daily, so e-way bill discipline above Rs.50,000 consignments and reconciling thousands of B2B invoices in GSTR-1 dominate compliance work. We earn that trust the unglamorous way — fixed fees honoured, drafts approved by you before filing, acknowledgements shared the same day, and strict confidentiality throughout. Clients across Parrys (George Town), Mannady and Sowcarpet have stayed with us for years on precisely this basis.

GST jurisdiction for Parrys (George Town) (PIN 600001): businesses here generally fall under the CGST Chennai North Commissionerate. We regularly represent clients from Parrys (George Town) before this jurisdiction for registrations, clarifications and notice hearings, and can confirm your exact division and range from your GSTIN. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST for Textile and Apparel Businesses in Parrys (George Town)
Textile rates changed structurally from 22 September 2025: garments and made-ups priced up to Rs.2,500 per piece attract 5 percent, while pieces above that level attract 18 percent, so one saree rack in Parrys (George Town) can legitimately carry two rates. Most fabrics remain at 5 percent, and job work processes such as dyeing, printing and embroidery for registered principals are taxed at 5 percent. A specialist builds price-point-based rate logic into your billing, tracks the credit accumulation that low-rate output still causes, and keeps Chapter 50 to 63 HSN reporting accurate so automated comparisons of your GSTR-1 and e-way bill data raise no flags.
To get GST Refund RFD-01 in Parrys (George Town), share your documents by WhatsApp or visit the office, approve the prepared draft, and the filing is completed on the GST portal from Rs.4,999.
Why Us

Why Linghi Chetty Street, Parrys (George Town) Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

Notice Support Does Not Stop at Filing

If a query, ASMT-10 scrutiny notice or DRC-01 arrives on a return we filed, we stand behind our work and help you draft the reply. You are not left alone with a departmental letter and a thirty-day clock ticking against you.

Handholding for First-Time Registrants

A new GSTIN comes with obligations nobody explains at approval — the invoice series rules, displaying the registration certificate and GSTIN at your premises, and the first return cycle. We walk new registrants in Parrys (George Town) through each of these so month one starts correctly.

QRMP Managed Properly, Not Just Opted Into

Quarterly filing still demands monthly attention — IFF uploads so your buyers see their credit on time, and tax payment through PMT-06 by the 25th for the first two months of each quarter. We run that monthly rhythm so QRMP saves you effort without creating gaps.

Same-Day Response, Every Working Day

Send your query on call or WhatsApp and you hear back the same working day, usually within a few hours. When a due date is close or a notice has landed, waiting two days for a reply is simply not acceptable, and we know it.

Reverse Charge Tracked, Not Forgotten

Freight paid to transporters, advocate fees, imported services and other notified supplies attract GST under reverse charge, with self-invoicing where the supplier is unregistered. We maintain a running RCM check every period, because this is the liability self-filers most consistently miss.

Refund and Export Experience That Shows

From filing the LUT in RFD-11 at the start of each financial year to preparing RFD-01 refund claims with complete annexures, we know what makes a refund file move. Exporters and inverted-duty businesses come to us specifically for this.

How It Works

Our GST Refund Process

Eligibility and computation

We identify the correct refund category, confirm the two-year limitation from the relevant date, and compute the admissible amount using the formula prescribed under the rules.

Document compilation

Invoices, shipping bills, FIRCs, the LUT and ledger extracts are compiled into the prescribed statements, and gaps that commonly cause deficiency memos are fixed upfront.

RFD-01 filing

The refund application is filed on the portal with all annexures and declarations, and the acknowledgement in RFD-02 is tracked within the statutory fifteen days.

Departmental follow-up

We respond to any deficiency memo in RFD-03 or show cause notice in RFD-08, appear through written submissions, and pursue provisional refund where the category permits.

Sanction and credit

We track the sanction order in RFD-06 and payment advice in RFD-05, confirm the credit in your validated bank account, and archive the complete claim file.

Outcomes

What You Get

Practical outcomes our clients measure us by.

Lower Total Cost of Compliance

A fixed professional fee is almost always cheaper than the combination of late fees, interest, lost credit and staff hours that informal, last-minute compliance quietly accumulates over a year.

A Clean GSTIN That Stays Active

Continuous filing protects you from the suspension and cancellation proceedings that hit chronic non-filers, so your registration, e-way bill access and ability to issue tax invoices are never suddenly cut off.

Due-Diligence Ready for Investors and Buyers

Funding rounds, partnerships and business sales all begin with a compliance check. A clean, documented GST history lets you clear that scrutiny quickly instead of watching a deal stall over old filing gaps.

A Written Trail for Every Decision

Tax positions, rate choices and credit calls are documented as they are made, so if a question arises years later, the reasoning and evidence are on file rather than in someone's fading memory.

Time Back for Your Actual Business

The hours you or your accountant spent wrestling with the portal, JSON errors and reconciliations every month return to sales, operations and customers, while trained hands manage the compliance in the background.

Export Benefits Fully Utilised

With the LUT filed at the start of each financial year and refund claims tracked to credit, exporters supply without blocking funds in IGST and recover accumulated credit on schedule.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
Record keepingEvery return, challan, acknowledgement and working paper archived in an organised folder, retrievable in minutes years later.Documents scattered across email, downloads and old phones; assembling records for a bank or an audit takes days.
Time costRoughly an hour a month to send data and approve drafts; the portal work, reconciliation and follow-up are ours.Hours every month lost to portal errors, JSON files, OTP failures and reworking figures — usually on the due date itself.
Risk of noticesGSTR-1, GSTR-3B and GSTR-2B reconciled before filing, removing the mismatches that trigger most scrutiny notices.Inconsistent figures across returns quietly build a mismatch history that surfaces later as ASMT-10 scrutiny or a demand notice.
Refund claimsRFD-01 filed with complete statements and annexures, tracked from ARN to bank credit, with any deficiency memo answered promptly.Incomplete claims bounce back as deficiency memos while the refund sits unclaimed for months and working capital stays blocked.
Input tax creditPurchase register matched against GSTR-2B each period, with defaulting suppliers chased so eligible credit is actually captured.Credit claimed from books alone; mismatches with GSTR-2B mean lost credit or excess claims that invite departmental queries.
Due-date trackingA maintained compliance calendar with internal cut-offs days before the 11th and the 20th; we chase you for data, not the other way around.Deadlines remembered from memory or phone alarms; one busy week and the return slips past the due date.

Selected notifications, Council decisions and court rulings that practising consultants are applying to live cases.

Notification

The whole textile chain now sits at 5 per cent

Notification No. 9/2025-Central Tax (Rate), dated 17 September 2025, Schedule I, Chapters 50 to 63 · 2025-09-17

Under the new Schedule I, woven fabrics of silk, wool, cotton, other vegetable fibres, man-made filaments and man-made staple fibres, knitted and crocheted fabrics, sewing thread of man-made filaments and staple fibres, and worn clothing and rags all attract five per cent. Man-made fibre and yarn, which had long been taxed higher than the cloth made from them, were also brought down, largely correcting the inverted duty structure that had troubled the Tamil Nadu textile belt since 2017.

What to do about it: Fabric traders and garment units charge five per cent across the chain, which should shrink credit accumulation and reduce dependence on inverted duty refunds.

Portal Advisory

Refund claims move to invoice-based filing without chronological periods

GSTN Advisory dated 8 May 2025 — changes in the refund filing process on the portal · 2025-05-08

GSTN removed the requirement to select a refund period in chronological order for certain refund categories, so a claim need not follow strict sequence, and moved those categories to invoice-based filing. For export of services with payment of tax, supplies to special economic zone units with payment of tax, and deemed export claims by the supplier, the applicant uploads the specific invoices in the relevant statement and those invoices are then locked against a repeat claim. All returns due up to the date of the claim must be filed.

Practical effect: Keep returns current and your export invoice register clean, since refunds are now claimed invoice by invoice and each invoice can be used only once.

GST Council

Special MSME meeting constitutes a Group of Ministers on small business issues

29th GST Council Meeting, New Delhi — 4 August 2018 (Signed Minutes, Agenda Item 2) · 2018-08-04

The Council devoted an entire meeting to the concerns of micro, small and medium enterprises, noting that roughly five crore MSME units employ about twelve crore people. It constituted a Group of Ministers on MSME convened by the Union Minister of State for Finance, directed the Fitment, Law and IT Committees to examine MSME issues raised by States and field formations and report to that Group within two months, and required that relief already granted to the sector be documented and publicised.

How we apply it: Several later reliefs for small business, including higher registration thresholds and the composition scheme for service providers, trace back to the process started at this meeting.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

Is there a GST consultant near Parrys (George Town) for gst refund application?
Yes. We serve Parrys (George Town) and the surrounding areas from our office at Porur, Chennai - 600 116, Tamil Nadu, and most GST refund work is completed online — you send documents on WhatsApp and we handle the portal work. If you prefer in-person help, we offer doorstep document pickup across Parrys (George Town) and you are welcome to visit our office. Reach us on +91 - 9600 606 444 between 9 AM and 8 PM, Monday to Saturday.
Do you provide gst refund application for small businesses and proprietorships in Parrys (George Town)?
Yes. A large share of our clients in Parrys (George Town) are proprietors, small traders, shop owners, freelancers and family businesses rather than large companies. The fee of Rs.4,999 and the process are the same regardless of size, and we explain the compliance position in plain language — in Tamil or English — so you understand what is being filed on your behalf and why.
How do I claim a GST refund for my business in Parrys (George Town)?
GST refunds are claimed online by filing Form RFD-01 on the GST portal under the relevant category, such as export of goods or services, inverted duty structure, or excess balance in the electronic cash ledger. You must attach supporting documents like invoices, shipping bills or bank realisation certificates, and the application must be filed within two years of the relevant date. Once filed, the officer issues an acknowledgement in RFD-02 within fifteen days. Many businesses in Parrys (George Town) lose refunds to avoidable deficiencies, so call +91 - 9600 606 444 if you would like the application prepared professionally.
What is the time limit for filing a GST refund application?
Form RFD-01 must be filed within two years from the relevant date defined in Section 54 of the CGST Act. For export of goods, the relevant date is the date the ship or aircraft leaves India; for export of services, it is the date of receipt of foreign exchange or the invoice date, whichever is later; for inverted duty structure, it is the due date of the return for the period in which the claim arises. Missing the two-year window makes the refund time-barred, so track pending claims carefully and file early.
Can I include ITC on input services in my inverted duty refund claim?
No. Under Rule 89(5) of the CGST Rules, the refund formula for inverted duty structure considers only the net input tax credit availed on inputs, meaning goods used in making the outward supply. ITC on input services and capital goods is excluded from the computation, a position upheld by the Supreme Court in the VKC Footsteps case. That excluded credit is not lost; it remains in your electronic credit ledger for set-off against future output tax. A proper working of eligible versus ineligible credit prevents deficiency memos and partial rejections.
I export under LUT without charging tax. Can I get a refund of my input tax credit?
Yes. Exports made under a Letter of Undertaking are zero-rated, so the input tax credit accumulated on your purchases can be claimed as a refund by filing RFD-01 under the category refund of unutilised ITC on export without payment of tax. The refund is computed proportionately using the formula in Rule 89(4), based on your export turnover versus total turnover. You must upload a statement of export invoices along with shipping bills or, for services, FIRC or BRC evidencing foreign exchange receipt. Exporters in Parrys (George Town) can call +91 - 9600 606 444 for end-to-end filing support.
What are deemed exports and who claims the refund, the supplier or the buyer?
Deemed exports are notified domestic supplies treated like exports even though goods do not leave India, such as supplies to Export Oriented Units, supplies against Advance Authorisation, and supplies of capital goods against EPCG authorisation. Tax is paid on these supplies, and the refund of that tax can be claimed through RFD-01 by either the recipient or, where the recipient furnishes an undertaking that it will not claim the refund and will not avail ITC, by the supplier. The claim must be filed within two years and supported by the prescribed acknowledgements and undertakings.
What is an inverted duty structure refund and does my business qualify?
An inverted duty structure arises when the GST rate on your inputs is higher than the rate on your outward supplies, causing input tax credit to accumulate. For example, a manufacturer buying raw material at 18 percent and selling finished goods at 5 percent will qualify. Refund of the accumulated ITC is claimed through RFD-01 using the formula prescribed in Rule 89(5), filed within two years of the due date of the relevant return. Certain notified goods are excluded from this refund, so eligibility should be checked against current CBIC notifications before applying.
Our Parrys (George Town) factory hires lorries through a transport agency. Who pays the GST?
Under the reverse charge entry, when a GTA that has not opted for forward charge provides service to specified recipients, the recipient pays the 5 percent tax. Specified recipients include factories, registered persons, body corporates, partnership firms including AOPs, co-operative societies and casual taxable persons. Your factory therefore pays 5 percent in cash through GSTR-3B, reports it in the reverse charge tables, and claims the same amount as input tax credit since freight is a business expense. Confirm from the transporter's invoice or declaration whether it has opted for forward charge, because paying RCM on an FCM invoice creates double taxation. Call +91 - 9600 606 444 if your freight entries need a review.
I trade in fabrics and yarn. What are the GST rates for the textile chain now?
The September 2025 rationalisation largely unified the textile value chain at 5%. Man-made fibre came down from 18% and man-made yarn from 12%, joining cotton and natural fibres at 5%, which corrected the long-standing inverted duty problem in the man-made segment. Woven and knitted fabrics continue at 5%. For a fabric merchant, this means input and output rates now broadly match, so credit accumulation reduces sharply compared with earlier years. Textile traders should re-examine old accumulated credit and pricing after the change. Call +91 - 9600 606 444 for a rate-wise review of your product list.
Is an ice cream parlour or sweet shop taxed like a restaurant at 5%?
Not automatically. CBIC Circular 164/20/2021 clarified that ice cream parlours selling already manufactured ice cream are supplying goods, not restaurant service, so the rate of the goods applies; ice cream itself moved to 5% in the September 2025 rate rationalisation. Sweets sold over the counter are likewise goods, with sweetmeats attracting 5%. However, where a sweet shop also runs a seating area serving prepared food, that portion can qualify as restaurant service at 5% without input credit. The distinction decides your input tax credit position, so classify each revenue stream correctly. ChennaiGST maps this for food businesses; call +91 - 9600 606 444.
My shop's landlord in Parrys (George Town) is not GST registered. Do I pay GST on the rent myself?
Yes, if you are registered. With effect from 10 October 2024, renting of any immovable property other than a residential dwelling by an unregistered person to a registered person was notified under reverse charge, so a registered tenant must pay 18 percent on the rent in cash through GSTR-3B and can claim ITC subject to the usual conditions. Composition taxpayers were subsequently excluded from this entry with effect from 16 January 2025. You must also raise a monthly self-invoice since the landlord is unregistered. Many shop and godown tenants in Parrys (George Town) remain unaware of this recent entry; call +91 - 9600 606 444 to regularise past months.
Are any goods exempt from GST when transported by a GTA?
Yes. Transport by a GTA of agricultural produce, milk, salt and foodgrains including flours and pulses, organic manure, newspapers and magazines registered with the Registrar of Newspapers, relief materials for victims of calamities, and defence or military equipment is exempt regardless of freight value. Note that the older exemptions for small consignments, Rs.1,500 for a full truckload and Rs.750 for a single consignee, were withdrawn with effect from 18 July 2022, so ordinary cargo enjoys no value-based relief now. Transporters serving agricultural markets should describe the produce accurately on the consignment note to support the exemption.
Our company paid fees to a lawyer. Who pays the GST on this?
You do, as the recipient. Legal services supplied by an individual advocate, a firm of advocates or a senior advocate to a business entity are notified under Section 9(3), so the advocate does not charge GST and your business pays 18 percent under reverse charge in cash through GSTR-3B, claiming it back as ITC if otherwise eligible. Relief exists for small recipients: legal services to a business entity whose turnover is within the registration threshold are exempt. Since the advocate is usually unregistered, remember to raise a self-invoice and payment voucher for the transaction. Litigation-heavy businesses in Parrys (George Town) should reconcile their legal expense ledger against RCM paid every quarter.
Can my GST registration be cancelled for not filing returns?
Yes. Under Rule 21A, the department can suspend a GSTIN where returns are not filed for a continuous period, and Section 29 permits cancellation where a regular taxpayer has not filed returns for six months (two quarters for QRMP, and a composition taxpayer defaulting on the annual return beyond three months). During suspension you cannot issue tax invoices or file returns, which freezes the business. If cancellation happens, revocation must be sought through REG-21 within 90 days after clearing all dues. If you have received a suspension notice in Parrys (George Town), call +91 - 9600 606 444 immediately.
What are the current GST rate slabs after the GST 2.0 changes?
From 22 September 2025, following the 56th GST Council meeting, India moved to a simplified two-slab structure: a merit rate of 5 percent and a standard rate of 18 percent. The earlier 12 percent and 28 percent slabs were abolished. A special 40 percent rate applies to a short list of luxury and demerit goods, while the concessional rates of 3 percent on gold and silver and 0.25 percent on rough diamonds continue. Businesses in Parrys (George Town) should re-verify the rate on every product they sell, because hundreds of items changed slabs on that date.
What falls under the 18 percent standard rate of GST now?
The 18 percent slab is the standard rate for most services and for goods that are neither essentials nor demerit items. Notably, several products that earlier suffered 28 percent moved down to 18 percent from 22 September 2025: air conditioners, televisions of all sizes, dishwashers, cement, small cars and motorcycles up to 350cc, and most auto parts. Apparel and footwear priced above Rs.2,500 per piece also fall at 18 percent. Most professional, business support and repair services billed by professional firms continue at 18 percent with full input tax credit.
What are the most common mistakes Chennai businesses make with GST refunds and ITC?
The recurring ones we see across Parrys (George Town) are: missing the two-year limitation for RFD-01, mismatches between GSTR-1, GSTR-3B and shipping bill data that stall export refunds, forgetting the April LUT renewal, claiming ITC on invoices absent from GSTR-2B, ignoring blocked credits under Section 17(5), breaching the 180-day supplier payment rule, and treating deficiency memos as rejections instead of refiling within limitation. Each of these is preventable with a simple monthly checklist and a year-end reconciliation. ChennaiGST builds exactly this discipline into its retainer engagements; call +91 - 9600 606 444 if any of these sounds familiar.
Do you provide GST refund RFD-01 for businesses on Linghi Chetty Street?
Yes. We serve businesses on and around Linghi Chetty Street in Parrys (George Town) — shops, offices, godowns and home-run businesses alike. Document pickup can be arranged at your premises, or you can send everything on WhatsApp and complete GST refund without leaving your counter. Call +91 - 9600 606 444 and mention your location; a consultant will confirm the fee and timeline immediately.
Are there any hidden charges for GST refund RFD-01?
No. The fee quoted before we start is the fee you pay. Government fees, portal charges or statutory late fees, where they apply, are separate and disclosed to you in advance with the exact amount. We issue a proper GST invoice for our professional fee. If the scope of work changes — for example, an unexpected notice or additional periods — we tell you the revised fee before doing anything further.
How long does GST refund RFD-01 take in Parrys (George Town)?
Application filed in 3-5 working days; sanction typically within 60 days. That assumes your documents are complete and there is no departmental query. We start the same day we receive your papers and tell you the realistic completion date upfront rather than an optimistic one. Where the GST portal or the officer causes delay — clarifications, physical verification or system issues — we track it daily and keep you informed on WhatsApp.
