The Council reduced the late fee for failure to furnish GSTR-1 covering supply details, GSTR-5 for non-resident taxable persons and GSTR-5A for OIDAR suppliers to Rs 50 per day, and to Rs 20 per day for nil filers. Late fee for failure to furnish GSTR-6 by an input service distributor was set at Rs 50 per day. This extended the nil-filer distinction created for GSTR-3B at the previous meeting across the rest of the return forms.
What to do about it: Catching up on old GSTR-1 filings in Chennai costs Rs 50 a day, or Rs 20 a day where the return is nil, subject to the caps notified later.
GSTN Advisory, November 2024 — 30-day IRP reporting limit for AATO Rs 10 crore and above · 2024-11
GSTN advised that from 1 April 2025, taxpayers with annual aggregate turnover of Rs 10 crore and above cannot report e-invoices on the Invoice Registration Portals beyond 30 days from the document date. The restriction, earlier applicable only to very large taxpayers of Rs 100 crore and above, covers invoices, credit notes and debit notes. The IRP validation simply rejects documents older than 30 days, so late reporting becomes impossible.
How we apply it: Automate same-day or same-week IRN generation, because an invoice missed beyond 30 days cannot be e-invoiced at all and endangers the buyer's ITC.

The applicant sold packaged ready to cook instant mixes for dosai, idli, tiffin items, sweets, health mix and porridge. It argued that these were only flours of cereals and pulses taxable at 5 percent. The Authority classified the products under heading 2106 90 as food preparations not elsewhere specified, attracting 18 percent GST, because the mixing and added ingredients took them out of the concessional flour entries. The Appellate Authority upheld that classification.
