This notification made the CGST (Fourth Amendment) Rules, 2019. It inserted rule 10A, requiring a newly registered person to furnish details of a bank account in the name of the registered person and linked to its PAN, within forty five days of the grant of registration or by the due date of the first return, whichever is earlier. It also inserted rule 88A, prescribing the order in which integrated tax credit must be used before central and State tax credit.
What to do about it: A newly registered Chennai business must upload its bank proof promptly, as failure to comply with rule 10A is a recognised ground for suspension and cancellation of registration.

The Supreme Court dismissed the department's appeal and confirmed that where a holding company issues a corporate guarantee for its group companies without charging any consideration, no service tax is leviable. A taxable service requires consideration, and where none flows, the charge fails. Under GST the position has since been altered by a specific valuation rule for corporate guarantees between related persons, so the current position must be checked separately.
What to do about it: Chennai group companies giving guarantees to each other should review the current GST valuation rule, since the earlier no-consideration argument no longer holds under GST.
51st GST Council Meeting (virtual mode, New Delhi) — 2 August 2023 · 2023-08-02
The 51st meeting recommended amendments to the CGST Act and IGST Act, including Schedule III, to tax supplies in casinos, horse racing and online gaming at 28 per cent. Valuation was fixed at the amount paid or payable to or deposited with the supplier by or on behalf of the player, excluding amounts staked out of winnings of previous games or bets, so the tax applies on entry deposits rather than on every bet. Suppliers of online money gaming located outside India were required to take a single simplified registration, failing which public access to their platforms can be blocked. The Council said the process of amending the Acts would be completed within two months, and the amendments were brought into force from 1 October 2023.
What to do about it: From 1 October 2023, gaming operators must pay 28 per cent on user deposits, and foreign platforms without Indian registration face blocking and enforcement.
