A printing house printed leaflets and similar material using content supplied by the customer but paper, ink and other physical inputs of its own. It asked for the correct classification and rate. The Authority held that this is a composite supply in which the printing service is the principal supply, and the supply is therefore taxable at 18 percent. The customer supplying only the content or artwork did not alter the classification.
What to do about it: A Chennai printer supplying its own paper should charge 18 percent on job printed leaflets instead of assuming a lower book rate.

The Supreme Court held that relays manufactured solely for use in railway signalling equipment were classifiable under the chapter covering railway goods rather than the general electrical apparatus chapter. The judgment illustrates that classification turns on the statutory notes and the predominant use of the item.

Notification No. 47/2019-Central Tax made the annual return optional for registered persons with aggregate turnover below Rs 2 crore for the financial years 2017-18 and 2018-19. CBIC clarified that such a taxpayer who does not file FORM GSTR-9 by the due date will be deemed to have furnished it, and that a return filed after the due date will not be treated as deemed furnished. Taxpayers were nevertheless encouraged to file, since the return remains the vehicle for correcting reported figures.
