Under the risk-based process in Rule 8(4A) of the CGST Rules, a registration applicant flagged by the system must attend a GST Suvidha Kendra for photograph capture, biometric Aadhaar authentication and verification of original documents. GSTN advised during 2025 that a promoter or director may complete this step at any GST Suvidha Kendra in his or her home State, while the primary authorised signatory must still be verified at a centre in the State in which registration is sought.
Why this matters: Where a Chennai company has directors living outside Tamil Nadu, book their biometric appointments early, as registration is not granted until every required person is verified.

Maharashtra, Assam and Bihar had pressed for 1 April 2017, Assam adding that changing the tax regime in the middle of a financial year was undesirable, but the Chairperson observed that the legal and rate work would spill into March 2017 and that an April deadline had become a major challenge. Tamil Nadu and Karnataka supported 1 July 2017 as the more practical date.
Practical effect: GST law in India runs from 1 July 2017, so the first return periods, the first annual return and all transitional credit deadlines are measured from that date.

Schedule I places butter, ghee and other dairy fats, cheese, condensed and concentrated milk, yoghurt, pre-packaged and labelled curd, lassi and buttermilk, natural honey, roasted coffee, pasta and seviyan, namkeens, bhujia and mixture, ice cream and other edible ice, biscuits, sauces and most processed foods at five per cent. Chena and paneer, ultra-high temperature milk and Indian breads are fully exempt under the companion exemption notification, so the food chain now runs at either nil or five per cent.
