This circular made four significant changes. Refund claims cannot be bunched across financial years. Refund of accumulated credit on account of an inverted duty structure is not available where the inversion arises only because the rate on the same goods was reduced over time, since input and output are the same. Refund of tax paid on supplies other than zero-rated is repaid proportionately in cash and credit. Most importantly, refund of accumulated credit is restricted to invoices actually reflected in the applicant's GSTR-2A, and HSN or SAC must be shown in Annexure-B.
Practical effect: Refund working papers must now tie back to GSTR-2A invoice by invoice, and traders whose stock simply became cheaper cannot claim an inverted-duty refund.

The Supreme Court held that a claim for refund of duty cannot be entertained unless the underlying assessment order, including a self-assessment, has first been modified in appeal or other appropriate proceedings. The refund sanctioning authority cannot sit in judgment over an assessment that has attained finality. A taxpayer who paid excess duty must therefore challenge the assessment itself, not merely file a refund application.
What to do about it: A Chennai business that has over-declared tax in a return should correct or contest the return itself, since a refund claim alone may not succeed.
Notification No. 14/2025-Central Tax (Rate), dated 17 September 2025 · 2025-09-17
Although the twelve per cent slab was otherwise removed, this standalone notification preserves it for the brick trade. From 22 September 2025 fly ash bricks, fly ash aggregates and fly ash blocks of heading 6815, bricks of fossil meals or similar siliceous earths of tariff item 6901 00 10, building bricks of tariff item 6904 10 00 and earthen or roofing tiles of tariff item 6905 10 00 attract six per cent central tax, that is twelve per cent combined.
Why this matters: A building material dealer in Chennai still bills bricks and roofing tiles at twelve per cent, not eighteen, and must not assume the GST 2.0 slab merger applied to them.
