Following the Supreme Court directions in Union of India versus Filco Trade Centre, the Board issued guidelines allowing every aggrieved taxpayer to file or revise FORM GST TRAN-1 and TRAN-2 on the common portal during a special window from 1 October 2022 to 30 November 2022. The circular set out the declaration to be filed, the requirement to submit a self-certified copy to the jurisdictional officer, and the verification timelines that follow the filing.
How we apply it: Transitional credit disputes from 2017 that reached the courts were routed through this one-time window, and any pending verification of a Chennai taxpayer's TRAN filing is governed by these guidelines.
GSTN Advisory, 2023 — geocoding of the principal place of business enabled for all States and Union Territories · 2023
GSTN rolled out a geocoding facility that converts the address of the principal place of business into map coordinates, so the location on the registration certificate can be verified against the ground position. After a pilot in a few states, the functionality was extended to normal, composition, casual, SEZ and input service distributor taxpayers in every State and Union Territory during 2023, and geocoding of additional places of business followed. Geocoding does not change the address recorded in the registration.
What it means for you: Complete geocoding for your Chennai premises and any godown, as an unverified address can delay amendments, refunds and physical verification clearance.

Consignments were detained because the e-way bills accompanying them had expired. The Court directed immediate release on furnishing a bank guarantee and, importantly, directed the assessing officer to consider whether the lapse was a substantive violation or only a technical breach, having regard to Sections 122, 125 and 126 of the CGST Act. Adjudication was to be completed within four weeks, with amounts already remitted by the transporter adjusted against the final determination.
What to do about it: A Chennai consignor whose goods are held for a stale e-way bill can seek release against security while pressing that Section 126 requires leniency for minor procedural lapses.
