The Council approved the draft SGST law and the draft UTGST law, completing the legislative package begun at the previous meeting, and also approved amendments to the GST (Compensation to States) Bill including the ceiling rates at which compensation cess could be imposed. GSTN rolled out biometric-based Aadhaar authentication and document verification for GST registration applicants in Tamil Nadu and Himachal Pradesh. Applications identified by data analytics and risk parameters are routed for biometric verification, requiring the applicant to book a slot and visit a GST Suvidha Kendra with original documents for photograph and fingerprint capture. Rule 8 of the CGST Rules was amended to support this risk-based process.
Practical effect: New applicants in Chennai should keep originals ready and complete the GSK biometric visit promptly, as registration is not granted until verification is done.
Notification No. 11/2025-Central Tax (Rate), dated 17 September 2025 · 2025-09-17
This notification amends the 2017 concessional rate notification for goods supplied to holders of petroleum exploration licences and coal-bed methane contracts, substituting the entry in the rate column with nine per cent central tax, that is eighteen per cent combined, with effect from 22 September 2025. The concessional scheme survives but at the standard rate, so the practical benefit is now limited to items that would otherwise attract a higher rate under the main schedule.
What to do about it: Vendors supplying oil and gas exploration projects should update contract rate clauses to eighteen per cent for supplies made on or after 22 September 2025.
