GST for Printing and Packaging Units in Pulianthope
Printing turns on who supplies the content: when the customer provides the matter and you supply paper and ink, the transaction is a printing service, but printing on customer-supplied paper is job work with its own rates. The output rates diverge sharply too, with printed books nil-rated, brochures and leaflets at 5 percent, and cartons and corrugated boxes reduced to 5 percent from 22 September 2025. Misclassifying between goods chapters and service codes is the commonest audit finding in this trade. A specialist settles the goods-versus-service call for each product line, applies the right HSN or SAC, and documents job work flows with proper challans.

Why Us

Why Pulianthope Businesses Choose ChennaiGST

Local jurisdiction knowledge plus senior-level review on every filing.

Notice-Proof Filing Discipline

Most GST notices trace back to mismatches between GSTR-1, GSTR-3B and GSTR-2B. We reconcile these before filing, not after a notice arrives, so your returns are internally consistent and the most common triggers for ASMT-10 scrutiny simply never appear.

Deadline Tracking Done for You

GSTR-1 by the 11th, GSTR-3B by the 20th, CMP-08 by the 18th after each quarter — we maintain a compliance calendar for every client and start chasing your data well before the due date, so late fees never enter the picture.

Same-Day Response, Every Working Day

Send your query on call or WhatsApp and you hear back the same working day, usually within a few hours. When a due date is close or a notice has landed, waiting two days for a reply is simply not acceptable, and we know it.

We Work with Your Existing Software

Tally, Zoho Books, Busy, marketplace reports, plain Excel or even a handwritten bill book — we take your data in whatever form your Pulianthope business already maintains it. You are never forced to buy new software or retrain staff just to become our client.

No Handing Off to Untrained Juniors

Your work is executed by trained GST staff working under direct senior supervision, not passed to interns learning on your file. The person preparing your return understands reverse charge, blocked credits and place of supply, because getting these wrong costs you money.

Every Return Reviewed by a Senior Consultant

No filing leaves our desk on a junior's judgement alone. A senior GST practitioner reviews your figures, ITC claims and tax computation before submission, so errors are caught at our table and not by the department months later through a notice.

Textile rate increase deferred on the eve of implementation; existing rates continue

46th GST Council Meeting, New Delhi — 31 December 2021 · 2021-12-31

The 46th meeting was convened on the last day of 2021 with essentially one outcome. The Council recommended deferring the decision to change the rates in textiles that had been recommended at the 45th meeting, so that the existing rates in the textile sector would continue beyond 1 January 2022. The reversal came after sustained representations from textile states and the trade that the increase from 5 to 12 per cent would raise costs for consumers and unorganised weavers. The footwear rate increase, however, went ahead as planned.

Practical effect: Textile traders in Chennai and across Tamil Nadu continued at five per cent from January 2022, but footwear moved to twelve per cent, so the two sectors diverged from that date.

Case Law

Supreme Court upholds GST on lotteries and actionable claims as constitutional

Skill Lotto Solutions (P) Ltd v. Union of India — Supreme Court, 2020 · 2020-12-03

The Supreme Court upheld the levy of GST on lotteries, holding that the inclusion of actionable claims such as lottery, betting and gambling within the definition of 'goods' under Section 2(52) CGST Act is constitutionally valid and not discriminatory. It further held that GST is payable on the face value of lottery tickets, including the prize money component, rejecting the argument that prize money should be excluded from the taxable value.

How we apply it: The ruling confirms Parliament's wide power to tax actionable claims under GST — businesses in gaming, contests and promotional schemes should price for GST on gross face value.

Notification

Registration provisions of the CGST Act switched on from 22 June 2017

Notification No. 01/2017-Central Tax dated 19.06.2017 · 2017-06-19

This was the first notification issued under the CGST Act. It appointed 22 June 2017 as the date on which the preliminary and registration provisions came into force, including sections 1 to 5, section 10 (composition levy) and sections 22 to 30, which deal with who must register, compulsory registration, the procedure for registration, amendment of registration and cancellation. It opened the GST registration window before the tax itself became payable.

What it means for you: Every Chennai registration granted on or after 22 June 2017 traces its legal authority to this notification, so registration certificates dated from that day are validly issued.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

How much time do I get to raise an invoice for services?
A tax invoice for services must be issued within thirty days from the date of supply of the service. For banks, insurers, financial institutions and NBFCs, the limit is forty-five days. Where services are supplied continuously, the invoice follows the contract: if the due date of payment is ascertainable, invoice on or before that date; if not, invoice when payment is received; and if payment is linked to completion of an event or milestone, invoice on or before its completion. Consultants and agencies that bill quarterly should check their contracts against these rules, since late invoicing defers nothing legally.
Can one invoice contain items taxed at different GST rates?
Yes, there is no requirement to issue separate invoices per rate. A single tax invoice can carry multiple line items, each with its own HSN code, taxable value, rate and tax amount, and the totals section simply aggregates the tax rate-wise. A hardware store in Pulianthope can bill cement at 18 percent and certain tools at 5 percent on one document. What matters is that each line is classified and taxed correctly, and that mixed baskets are not collapsed into one rate. Be careful with genuine composite supplies, where one principal supply drives a single rate; that is a classification question, not an invoicing one.
How do I register my DSC on the GST portal, and why does the emSigner error keep appearing?
After logging in, open My Profile and select Register or Update DSC, choose the authorised signatory's PAN, and sign with the USB token; the certificate must be Class 3 and the PAN on it must match the signatory's PAN on the portal. Signing requires the emSigner utility running in the background, and the common failure to establish connection error means emSigner is not started, is blocked by the browser, or another application occupies its port. Run emSigner as administrator, keep the token connected, and use the trusted-site settings the portal recommends. We troubleshoot DSC issues for Pulianthope companies routinely; call +91 - 9600 606 444.
We conduct training programmes and events in different cities. Which state's GST applies?
Two rules operate. For admission to an event, including tickets to exhibitions or conferences, the place of supply is where the event is held. For organising an event or providing training, the place of supply is the registered recipient's location when the client is registered; if the client is unregistered, it shifts to the venue where the event or training is actually performed. So a Pulianthope trainer running a workshop in Hyderabad for a registered Chennai company charges CGST plus SGST of Tamil Nadu, but the same workshop sold to unregistered individuals is taxed in Telangana. Invoice each engagement after checking the client's registration.
How do I round off tax amounts on a GST invoice?
Section 170 of the CGST Act prescribes normal rounding to the nearest rupee: where the tax contains a part of a rupee, fifty paise or more is rounded up to one rupee, and less than fifty paise is ignored. The rounding is applied to the tax amount on each invoice, separately for each tax head, so CGST and SGST are each rounded individually rather than rounding only the invoice total. Most billing software handles this automatically, but spreadsheets and manual bills often round the grand total instead, creating one-rupee mismatches that clutter reconciliations across thousands of invoices.
What is self-invoicing under RCM and is there a time limit for it?
When you receive supplies liable to reverse charge from an unregistered supplier, Section 31(3)(f) requires you, the recipient, to issue an invoice on yourself, because the supplier cannot issue a tax invoice. You must also issue a payment voucher when paying the supplier. From 1 November 2024, Rule 47A prescribes a firm deadline: the self-invoice must be issued within thirty days of receiving the supply. This document is not a formality; the time limit for claiming the RCM credit is reckoned from the self-invoice, and its absence can cost you the credit besides inviting penalty. Maintain a monthly self-invoice series covering rent, freight, legal fees and similar unregistered-supplier heads.
What is the GST treatment for an event management company handling corporate events?
Event management services attract 18 percent with full input tax credit. Place of supply rules deserve attention: for organising an event for a registered client, the place of supply is the client's location, so a Chennai company organising a Goa offsite for a Bengaluru-registered client charges IGST to Karnataka. For unregistered clients, the place of supply is where the event is actually held. Admission tickets are taxed where the event takes place. Getting the state wrong means the client's credit is jeopardised and the tax may need repayment under the correct head, so event companies serving multi-state clients should map each contract before invoicing.
Our security agency does not charge GST on its bills. Is that correct?
Quite possibly, yes. Since 1 January 2019, security services meaning supply of security personnel, when provided by any person other than a body corporate to a registered person, fall under reverse charge, so the agency correctly bills without tax and you pay 18 percent through GSTR-3B in cash, claiming ITC. If your security agency is a private limited company, however, RCM does not apply and it must charge GST on its invoice under forward charge. Composition taxpayers as recipients are excluded from this entry. Confirm the agency's constitution from its PAN, because paying under the wrong mechanism creates trouble for both sides.
Is GST still charged on health insurance premiums?
Not on individual policies. With effect from 22 September 2025, premiums on all individual life insurance policies and individual health insurance policies, including family floater and senior citizen plans, are exempt from GST, along with their reinsurance. Earlier these attracted 18 percent, so the change directly reduces the premium outgo for households. Group policies taken by businesses for employees continue to be taxable, and the input tax credit position on such group covers still depends on whether the cover is statutorily obligatory. When renewing policies, check that the insurer has passed on the exemption rather than merely repricing the premium.
How is GST charged on clothes and footwear after the rate change?
The rate now turns on a per-piece price line of Rs.2,500. Apparel, made-up textile articles and footwear with a sale value up to Rs.2,500 per piece attract 5 percent GST, while pieces priced above Rs.2,500 attract 18 percent. The test applies item by item, so a single invoice from a garment shop in Pulianthope can carry both rates: a Rs.1,800 shirt at 5 percent and a Rs.4,000 pair of shoes at 18 percent on the same bill. Configure the billing software to test the price of each line item automatically rather than applying one blanket rate.
What are the most common mistakes Chennai businesses make with GST refunds and ITC?
The recurring ones we see across Pulianthope are: missing the two-year limitation for RFD-01, mismatches between GSTR-1, GSTR-3B and shipping bill data that stall export refunds, forgetting the April LUT renewal, claiming ITC on invoices absent from GSTR-2B, ignoring blocked credits under Section 17(5), breaching the 180-day supplier payment rule, and treating deficiency memos as rejections instead of refiling within limitation. Each of these is preventable with a simple monthly checklist and a year-end reconciliation. ChennaiGST builds exactly this discipline into its retainer engagements; call +91 - 9600 606 444 if any of these sounds familiar.
What is the electronic liability register on the GST portal and why should I check it?
The electronic liability register, maintained in Form PMT-01, records every liability raised against your GSTIN: self-assessed tax from returns in Part I, and demands from assessments, adjudication orders and DRC-07 summaries in Part II. Payments and pre-deposits are set off against these entries. You can view it under Services, then Ledgers. Checking Part II periodically matters because demand entries you never noticed can trigger recovery, interest accumulation and refund adjustments. During any refund claim, the officer will offset outstanding register balances, so a clean register speeds up your money. We review all three ledgers in every Pulianthope health check.
