GST appeals were rejected as time-barred under Section 107 although the delay was only about thirteen to fourteen days. The Madras High Court directed the appellate authority to receive and dispose of the appeals on merits subject to satisfaction that the pre-deposit requirement was met, and accepted that amounts already appropriated from the electronic cash ledger could count towards that deposit.

The liability to pay tax on reverse charge basis on supplies received from unregistered persons, already suspended at the 22nd meeting until 31 March 2018, was deferred further to 30 June 2018. A Group of Ministers was appointed to examine the modalities of implementation so that no inconvenience would be caused to trade and industry. The provision was ultimately never revived in its original form and was replaced by a narrower, notified-goods version at the 28th meeting.

Where a foreign holding company allots its own shares to employees of its Indian subsidiary under an ESOP, ESPP or RSU plan and the Indian subsidiary reimburses the cost on a cost-to-cost basis, CBIC clarified that the transaction is in securities and is not a supply of goods or services. No GST is therefore payable by the Indian company under reverse charge on that reimbursement. GST applies only if the foreign company charges an additional amount such as a markup or administration fee.
Practical effect: Chennai captive and IT subsidiaries reimbursing overseas parents for employee share plans owe no GST, provided the recharge carries no markup.
