Rule 59(6) was inserted so that a monthly filer who has not furnished GSTR-3B for the preceding two months cannot file GSTR-1, and a quarterly filer who has not furnished the return for the preceding tax period cannot file GSTR-1 or use the invoice furnishing facility. A person restricted under Rule 86B who has not filed the immediately preceding GSTR-3B is likewise blocked. The restriction was actually switched on at the portal from 1 September 2021, and Notification No. 35/2021-Central Tax later reduced the trigger from two preceding months to the immediately preceding month with effect from 1 January 2022. The same notification also lengthened e-way bill validity computation to two hundred kilometres a day and extended registration processing where physical verification is ordered.

Practical effect: One missed GSTR-3B in a Chennai business now stops the outward statement as well, which in turn stops the customers' credit and quickly escalates into commercial pressure.

GSTN advised that under Rule 10A of the CGST Rules, registered taxpayers must furnish valid bank account details within 30 days of registration or before filing GSTR-1 or IFF, whichever is earlier. From 1 September 2024 the portal blocks GSTR-1 and IFF filing for taxpayers whose bank account details are not available and validated on the portal. The Namakkal manufacturer made carbonated beverages containing fruit juice and sought classification under the fruit pulp or fruit juice based drinks entry taxed at 12 percent. The Authority held that once carbon dioxide is added the product is classifiable under heading 2202 10 as waters containing added carbon dioxide and flavouring, and not as fruit juice under heading 2009, so the higher rate applicable to that entry along with compensation cess applies. The Appellate Authority upheld that view.

Practical effect: Chennai beverage makers must check whether the drink is carbonated before applying the 12 percent fruit drink rate.

The resulting negative liability is carried forward automatically by the system and adjusted against the liability of subsequent tax periods, so you no longer need to defer reporting credit notes. Ensure the same credit notes are reported in GSTR-1, because GSTR-3B auto-populates from it and manual deviations invite the portal's variance flags. When can I issue a GST credit note against my sales invoice?
Section 34 permits a credit note where the taxable value or tax charged in the invoice exceeds what is actually payable, where the goods are returned by the recipient, or where the goods or services are found deficient. I paid my supplier only part of the invoice within 180 days. How much ITC do I reverse?
The reversal is proportionate. Where is the place of supply for services connected to a building or land?
Services directly relating to immovable property, including those of architects, interior decorators, engineers, surveyors, construction and works contract services, renting, and accommodation in hotels, are supplied where the property is located, under Section 12(3).
