At its very first meeting the Council debated exemption thresholds ranging from Rs 10 lakh to Rs 25 lakh and finally agreed that a business would not need GST registration until its aggregate turnover crossed Rs 20 lakh. For the eleven Special Category States listed in Article 279A of the Constitution, the threshold was set at Rs 10 lakh. The Chairperson recorded that the figure would be reviewed after five years, once the compensation guarantee to States had run its course.

Why this matters: The Rs 20 lakh figure that still governs whether a small Chennai service business must register was settled at this meeting and has been the starting point for every later threshold change.

The club collected membership subscriptions and admission fees which were spent on meetings, administration and communication, with no facility or benefit supplied to members in return. The Maharashtra Appellate Authority for Advance Ruling held that the collections merely defray shared expenses, that there is no supply of goods or services to members, and that the amounts are therefore not consideration liable to tax.

What to do about it: Chennai associations should note that Section 7(1)(aa), inserted with retrospective effect from 1 July 2017, now treats club to member supplies as taxable, so this reasoning no longer holds.

B2C supplies are split into two streams: large inter-state invoices above the threshold are reported invoice-wise in Table 5, while all remaining B2C sales are reported as consolidated, rate-wise totals per state in Table 7. This is why capturing the buyer's GSTIN correctly at billing matters so much; an invoice keyed as B2C by a cashier gives the registered buyer no credit and triggers correction requests later.
What happens if I miss filing GSTR-3B this month?
A late fee of Rs.50 per day (Rs.20 per day for a nil return) accrues automatically, capped based on your turnover, and interest at 18 percent per annum applies on tax paid late. You also cannot file the next period's GSTR-1 until the pending GSTR-3B is filed, since returns must be filed sequentially. If two consecutive tax periods remain unfiled, e-way bill generation gets blocked, and continued default can lead to suspension of your GSTIN. My shop was closed for a month. Can I skip filing GST returns for that period?
No. Once you hold an active GSTIN, returns must be filed for every tax period regardless of business activity. Skipping creates a break in the sequential filing chain, blocks future returns, accumulates late fees and can eventually lead to suspension of registration. You must respond within seven days, either by paying the excess with interest through DRC-03 or by explaining the difference in Part B of DRC-01C, citing valid reasons such as credits of earlier periods claimed within time, reclaims after Rule 37 payment, or import ITC not flowing through 2B. Why is my nil return SMS to 14409 not working?
SMS filing fails for a few common reasons. The message must come from the exact mobile number registered against an authorised signatory on the GST portal, the format must match precisely with single spaces, and all returns for earlier periods must already be filed since GST returns are sequential. It also fails if the return is not truly nil, for instance if an amendment or credit note is pending to be reported. If one number is registered for multiple GSTINs, each needs its own SMS. What is the last date to file GSTR-9 for a financial year?
GSTR-9 for a financial year is due by 31 December of the following financial year. For example, the annual return for FY 2024-25 is due by 31 December 2025, unless the government extends the date by notification. The reconciliation statement GSTR-9C, where applicable, has the same due date and is filed after GSTR-9. Since annual return preparation involves reconciling twelve months of returns with books, we recommend starting by October rather than December. I returned an advance because the deal was cancelled. What document do I issue?
It depends on how far the paperwork went. If you had issued only a receipt voucher and no tax invoice, you issue a refund voucher under Rule 51 when returning the advance, and the tax paid on that advance can be adjusted. If a tax invoice had already been issued, the cancellation is handled through a credit note under Section 34 instead. How is the place of supply decided when I sell goods?
Section 10 of the IGST Act gives the tests. Where there is no movement, it is the location of the goods at the time of delivery, which covers over-the-counter sales and sales of installed machinery in place. Where goods are assembled or installed at site, the place of supply is the site of installation. Does buying from unregistered dealers attract reverse charge for everyone?

Transfer of development rights and long-term leases to promoters are also covered. What happened to the old 12 percent and 28 percent GST slabs?
Both slabs were abolished with effect from 22 September 2025.
