For FY 2023-24 onwards, Table 8A of the annual return GSTR-9 is auto-populated from GSTR-2B instead of GSTR-2A, following Notification No. 12/2024 and 20/2024-Central Tax. The manufacturer supplied electrical wiring harness, essentially electrical wire with connectors at both ends, used in motor vehicles, and asked whether it should be classified as a motor vehicle part or as insulated electrical conductors. The Authority classified the product under heading 8544, which covers insulated wire and cable fitted with connectors, taxable at 9 percent central tax and 9 percent State tax following Notification No. 41/2017-Central Tax (Rate) dated 14 November 2017, the earlier rate having been higher.
Why this matters: Chennai auto component makers should classify by the tariff description of the article itself, not by the vehicle it eventually goes into.

Every central tax rate notification for goods has an integrated tax twin carrying exactly double the central rate, because IGST on an interstate supply equals CGST plus SGST. A schedule entry at 9 per cent central tax therefore appears at 18 per cent in the integrated tax notification. State GST notifications issued by the Tamil Nadu Commercial Taxes Department replicate the central schedules word for word, so the rate on a product is identical whether the sale is within Chennai or to another State.
What it means for you: Do not look for a different rate on interstate sales; only the head of tax changes, so a Chennai seller charges IGST at the same combined percentage on a supply to Bengaluru.
