The applicant made polypropylene and recycled plastic trays used by farmers to raise paddy and vegetable seedlings, and argued that they were agricultural implements. The Authority held that the trays are other articles of plastic under heading 3926 90 99 and are taxable at 9 percent central tax and 9 percent State tax. Use in agriculture does not by itself bring a product within the exempt agricultural implements entry, and the material and the tariff description prevail over the end use.
How we apply it: Chennai suppliers to the farm sector cannot assume exemption merely because the buyer uses the product in agriculture.

Air conditioning machines, refrigerators, freezers and other refrigerating equipment, household and other dishwashing machines, vacuum cleaners, television sets including LCD and LED sets, computer monitors, set top boxes and projectors all sit in Schedule II at nine per cent central tax, giving eighteen per cent combined, from 22 September 2025. These goods had carried twenty-eight per cent since 2017, so the reduction of ten percentage points was the largest single consumer benefit of GST 2.0.
Why this matters: Electronics retailers had to reprice stock and re-issue price lists from 22 September 2025, and should retain evidence that the reduction was passed on to buyers.

This circular answered a set of unrelated questions. The most important is that the penalty under section 73(11) does not apply where self-assessed tax shown in the return is paid late; only interest under section 50 and, where warranted, general penalty under section 125 arise. It also dealt with the rate applicable to notes issued under section 142(2) and who is the owner of goods in transit. A corrigendum of 7 March 2019 clarified that tax collected at source under the Income-tax Act is not included in the taxable value.
How we apply it: If a demand adds a heavy penalty simply because GSTR-3B tax was paid late, this circular is the answer.
