Biris of tariff items 2403 19 21 and 2403 19 29 were placed in Schedule II at eighteen per cent.
Why this matters: Tobacco and pan masala wholesalers in Chennai charge forty per cent on supplies made on or after 1 February 2026, with biris at the lower eighteen per cent rate.

A single package above that limit is not covered, nor are packs supplied to an industrial or institutional consumer. Loose sale from a large pack by a retailer does not attract the levy.
Practical effect: A fifty-kilogram rice bag sold as one package stays outside the levy, but the moment it is repacked into labelled retail bags of twenty-five kilograms or less, five per cent applies.
