This circular settled several long-running food service disputes. It clarified that service by cloud kitchens and central kitchens is restaurant service attracting 5 per cent without input tax credit, while ice cream parlours that sell already manufactured ice cream without any element of cooking supply goods and attract the applicable goods rate with credit. It also clarified the treatment of coaching services supplied under a government scholarship scheme, overloading charges recovered at toll plazas, and services in relation to admission to amusement parks.
Practical effect: A Chennai cloud kitchen bills at 5 per cent without credit, but an ice cream parlour selling tubs and cones must charge the goods rate and can keep its credits.
Notification No. 05/2017-Central Tax dated 19.06.2017 · 2017-06-19
This notification exempts from obtaining registration those persons who supply only goods or services on which the entire tax is payable by the recipient under reverse charge in terms of section 9(3) of the CGST Act. Typical beneficiaries are small goods transport agencies, individual advocates, and persons supplying only notified reverse charge items, because the recipient discharges the tax and the supplier has no output liability to report.
Practical effect: A Chennai transporter or advocate whose entire turnover is covered by reverse charge need not take GST registration, however genuinely mixed turnover destroys this exemption.

To back up the registration processing instruction, CBIC required every CGST Zone to publicise a dedicated email address for registration grievances on its website and on the notice board of the concerned office. Applicants aggrieved by improper queries, unjustified rejection or delay may write to that address with the application reference number; the zone must examine the grievance, take corrective action and report the disposal to the Directorate General of GST periodically.
What it means for you: A registration rejected on flimsy grounds need not go straight to appeal; the zonal grievance email often gets the application reopened far faster.
