The GST Appellate Tribunal's e-filing portal at efiling.gstat.gov.in became operational on 24 September 2025, finally giving taxpayers a forum for second appeals against orders of appellate and revisional authorities. Filing of appeals is mandatorily electronic, and advisories prescribe a phased, staggered schedule so that the backlog does not congest the system, with backlog appeals against pre-existing orders permitted to be filed up to 30 June 2026.

Notification No. 3/2025-Compensation Cess (Rate), dated 31 December 2025 · 2025-12-31
Issued with the tobacco rate notification, this reduces the compensation cess rate to nil on pan masala, tobacco and the related products that had continued to bear cess after September 2025, with effect from 1 February 2026. Since the goods simultaneously moved to the forty per cent GST rate, the combined burden is broadly preserved while the cess itself is retired, bringing the compensation cess levy introduced in July 2017 to an end for practical purposes.
What to do about it: From 1 February 2026 no compensation cess is charged on any goods, so cess columns in invoices, returns and accounting software should be closed out.

Examining a series of detentions of goods in transit, the Kerala High Court held that the power under Section 129 cannot be exercised mechanically for every discrepancy; detention is justified only where the defect in documents or transport points to a contravention of the GST law, and officers must pass reasoned orders within statutory timelines. The Court set out the procedure to be followed, discouraging detention for trivial or bona fide errors that carry no revenue implication.
Practical effect: When a vehicle is stopped, demand a reasoned detention order and match the alleged defect against actual legal requirements — trivial documentation slips do not justify Section 129 penalties.
