After taxpayer representations, a 16 May 2025 advisory kept Table 3.2 editable for the time being. The locking was later subsumed in the broader hard-locking of GSTR-3B liability during 2025.

The 41st meeting was convened with a single agenda item, GST compensation to states and union territories, after collections collapsed during the pandemic. The Centre placed before the Council two borrowing options for meeting the compensation shortfall for 2020-21: a special window facilitated by the Reserve Bank of India for the portion of the shortfall attributed to GST implementation itself, or market borrowing of the entire estimated shortfall by the states, in both cases serviced from future compensation cess collections. States were given a short period to convey their choice.
What to do about it: The borrowings arranged here are why compensation cess continued to be collected on cess goods long after the five-year compensation period ended in June 2022.
Circular No. 130/2019-GST dated 31 December 2019 · 2019-12-31
CBIC clarified the reverse charge entry for renting motor vehicles designed to carry passengers where the cost of fuel is included in the consideration. Where the supplier is a person other than a body corporate who charges tax at five per cent without claiming input tax credit, and the recipient is a body corporate located in the taxable territory, the recipient pays the tax under reverse charge. Where the supplier is itself a body corporate, or charges the twelve per cent rate with credit, the reverse charge does not apply.
Why this matters: Chennai companies hiring cabs from individual or firm operators must check the operator's status and rate before deciding whether reverse charge applies.
