Taxpayers with aggregate turnover of Rs 5 crore or more in the previous financial year continued to file by the 20th. Smaller taxpayers were split by State: those in Tamil Nadu and the other southern and western States were given the 22nd, while the northern and eastern States were given the 24th. The arrangement was first notified for the January to March 2020 returns.
Why this matters: A Chennai business below Rs 5 crore turnover files GSTR-3B by the 22nd, not the 20th, and late-fee notices computed from the 20th should be contested.

The Maharashtra Appellate Authority for Advance Ruling held that the collections merely defray shared expenses, that there is no supply of goods or services to members, and that the amounts are therefore not consideration liable to tax.
Why this matters: Chennai associations should note that Section 7(1)(aa), inserted with retrospective effect from 1 July 2017, now treats club to member supplies as taxable, so this reasoning no longer holds.

Five bank accounts were provisionally attached under Section 83 by an order that simply recited that attachment was necessary 'in order to protect the interest of the Revenue'. The Court set the attachment aside, holding that the power under Section 83 is draconian and can be exercised only on a formation of opinion based on tangible material, recorded in a reasoned order. A single-line justification does not meet that standard. Liberty was given to the department to re-attach on proper material.
What it means for you: If a Chennai firm's bank account is frozen under Section 83, obtain a copy of the attachment order at once — an order with no recorded reasons or tangible material is liable to be quashed.
