CBIC notified a special procedure under Section 148 for manufacturers of pan masala, unmanufactured tobacco, chewing tobacco, zarda and similar products. Such manufacturers must declare details of every packing machine, its make, capacity and installation address, in Form GST SRM-I within the prescribed time, report any addition or removal of machines, and file a monthly statement of inputs and outputs in Form GST SRM-II. The procedure took effect from 1 April 2024 and carries a separate penalty for unregistered machines.
Why this matters: Any Chennai unit packing tobacco or pan masala products must register every machine in SRM-I and file SRM-II monthly, entirely separate from its normal GST returns.

Interpreting the words credit taken or utilised wrongly, the Supreme Court held that the word or cannot be read as and. Interest becomes payable from the date the wrong credit is taken, without waiting for it to be utilised. The Court declined to rewrite a plain statutory provision. Parliament later amended the law prospectively, and under GST interest on wrongly availed credit generally arises only where the credit is both availed and utilised.
Practical effect: A Chennai business should reverse any doubtful credit promptly, and should check whether interest is being demanded on credit that was never actually utilised.

This circular modified the detention procedure. The expression three working days in the earlier circular was replaced by three days, and the release wording in FORM GST MOV-05 was corrected. Most importantly it reiterated rule 138C(2): once physical verification of goods in transit has been carried out at one place, no further physical verification of the same conveyance may be done anywhere in India unless specific information relating to tax evasion is made available subsequently.
Why this matters: A truck already verified once should not be stopped and unloaded again on the same journey, and the earlier verification report is your defence.
