The Board settled several goods classification disputes following the 47th GST Council meeting. It confirmed that electrically operated vehicles attract the five per cent rate whether or not they are fitted with a battery pack at the time of supply, and that treated sewage water is exempt because the exclusion for purified water does not extend to it. Rates on fly ash bricks and blocks and on certain by-products of milling of pulses were also clarified.

Tamil Nadu Labour Welfare Board - AAR Tamil Nadu, advance ruling reported August 2021 · 2021
The Board, based at the DMS Campus in Teynampet, Chennai, owned immovable property and let portions of it to government departments and business entities. It asked whether it needed registration and whether the rent was exempt because the tenant was the government. The Authority held that renting of commercial property by the Board to a government or a business entity is not an exempt supply, so GST was payable on the rent collected.
What it means for you: Chennai landlords letting premises to government offices must charge GST unless a specific exemption entry clearly covers the letting.
Skill Lotto Solutions (P) Ltd v. Union of India — Supreme Court, 2020 · 2020-12-03
The Supreme Court upheld the levy of GST on lotteries, holding that the inclusion of actionable claims such as lottery, betting and gambling within the definition of 'goods' under Section 2(52) CGST Act is constitutionally valid and not discriminatory. It further held that GST is payable on the face value of lottery tickets, including the prize money component, rejecting the argument that prize money should be excluded from the taxable value.
What to do about it: The ruling confirms Parliament's wide power to tax actionable claims under GST — businesses in gaming, contests and promotional schemes should price for GST on gross face value.
