Portland cement, aluminous cement, slag cement, super sulphate cement and similar hydraulic cements, whether or not coloured or in the form of clinkers, appear in Schedule II at nine per cent central tax, giving a combined eighteen per cent from 22 September 2025. Cement had carried twenty-eight per cent since 2017 and was the single largest tax input in construction. Marble, granite and most other building materials also sit at eighteen per cent in the same schedule.
Practical effect: Builders and hardware dealers in Chennai must bill cement at eighteen per cent and should have revisited running contracts and price lists from 22 September 2025.
NIC Advisory, January 2024 — minimum six-digit HSN code in e-way bills from 1 February 2024 · 2024-02-01
From 1 February 2024, taxpayers with annual aggregate turnover above Rs 5 crore must give at least a six-digit HSN code for goods in Part-A of the e-way bill, while taxpayers below that turnover must give at least four digits. The system validates the code against the HSN master maintained on the portal, so an incomplete or invalid code prevents generation of the e-way bill and holds up the dispatch of goods.
Practical effect: Clean the HSN master in your billing software to six digits, because a single wrong code can stop a lorry at the loading bay.

Meeting by video conference barely a fortnight after rollout, the Council found that the combination of a twenty-eight per cent rate and the compensation cess rates originally fixed had left cigarettes bearing less tax than under the earlier excise and VAT regime, handing manufacturers a windfall. The Council recommended an increase in the compensation cess rates on cigarettes so as to align the total GST incidence with the pre-GST level, and the revised cess rates were notified with effect from 18 July 2017.
Why this matters: It showed early on that the Council would move within days to correct a rate that produced an unintended windfall, in either direction.
