Sections 49A and 49B, effective from 1 February 2019, required integrated tax credit to be exhausted before central or State tax credit could be used, which caused unnecessary cash payments. CBIC explained the effect of the newly inserted rule 88A: integrated tax credit must first be used against integrated tax liability, and the balance may then be applied against central tax and State tax liability in any order and in any proportion, before central and State credit is touched.
Practical effect: Correct set-off order can be the difference between paying cash and carrying credit, so the utilisation working should be checked every month.
GSTN Advisory, April 2024 — reset and re-filing of Form GSTR-3B for certain identified taxpayers · 2024-04
GSTN found that in a small number of cases credit or liability figures had been wrongly auto-populated into GSTR-3B. The affected returns were reset and made available for filing afresh. Only the taxpayers identified by the system saw the option on their dashboard and they were given a short window to verify the figures and file again. No general facility to revise a filed GSTR-3B was created.
Why this matters: A filed GSTR-3B still cannot be revised as a rule, so verify the auto-populated figures carefully before you submit the return.

Meeting on the day GST was launched, the Council revisited the rate on fertilisers. Officers calculated the pre-GST incidence at about 9.75 per cent, placing fertilisers between the five and twelve per cent slabs. After almost every State supported relief for farmers, the Chairperson recorded a consensus and the Council agreed to tax fertilisers at five per cent instead of twelve, notwithstanding the inverted duty refund burden this would create for manufacturers whose inputs were taxed at eighteen per cent.
What to do about it: The Council reopened a rate it had already fixed only weeks earlier, and the cut created the inverted duty structure that fertiliser dealers still claim refunds under.
