Trade Profile and GST Jurisdiction for Vandalur

Vandalur is known for the Arignar Anna Zoological Park and the Kilambakkam bus terminus on GST Road, with the Outer Ring Road beginning here and institutions such as Crescent Institute and IIITDM at Melakottaiyur close by. Plot promoters and layout developers dominate local business, so distinguishing the exempt sale of land from taxable development services and pricing works contract billing correctly are the recurring GST issues. From a first registration to the annual return, the full range of GST Appeal APL-01 is available to Vandalur businesses without stepping far from the shop or office — documents travel over WhatsApp, and our Chennai premises are open to anyone who prefers a face-to-face discussion. We serve Urapakkam and Perungalathur on the same footing, applying one rule everywhere: reconcile before filing, file before the due date, and keep the client informed at every stage.

GST jurisdiction for Vandalur (PIN 600048): businesses here generally fall under the CGST Chennai Outer Commissionerate. We regularly represent clients from Vandalur before this jurisdiction for registrations, clarifications and notice hearings, and can confirm your exact division and range from your GSTIN. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST for Educational Institutions in Vandalur
Education enjoys exemption only within defined walls: institutions providing recognised board or university qualifications are exempt under Entry 66 of Notification 12/2017, along with their transport, catering and examination services to students. Coaching centres, skill academies and training institutes fall outside the entry and pay 18 percent. An organisation running both a recognised school and a commercial coaching wing must segregate the streams, reverse proportionate input credit under Rule 42 on the exempt side, and still count exempt fees within aggregate turnover for registration. A specialist structures the two activities, fee invoicing and credit reversals so the exemption claimed for one stream is never endangered by the other.
For GST Appeal APL-01 in Vandalur, you typically need your PAN, Aadhaar, business address proof, bank details and relevant invoices; the exact checklist is shared on WhatsApp and fees start at Rs.9,999.
Why Us

Why Vandalur Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

✓

QRMP Managed Properly, Not Just Opted Into

Quarterly filing still demands monthly attention — IFF uploads so your buyers see their credit on time, and tax payment through PMT-06 by the 25th for the first two months of each quarter. We run that monthly rhythm so QRMP saves you effort without creating gaps.

✓

Extra Hands During Filing Windows

In the days before the 11th and the 20th, our team runs extended hours and a strict internal queue, so a client who sends data late in the window is still filed on time. Peak-season crush at our end never becomes a late fee at yours.

✓

Experience Across Trades and Sectors

Traders, manufacturers, contractors, e-commerce sellers, professionals and service exporters — we have handled GST for all of them. Whatever mix of goods and services your Vandalur business supplies, the rate, classification and place-of-supply questions have almost certainly crossed our desk before.

✓

No Handing Off to Untrained Juniors

Your work is executed by trained GST staff working under direct senior supervision, not passed to interns learning on your file. The person preparing your return understands reverse charge, blocked credits and place of supply, because getting these wrong costs you money.

✓

Correct HSN Codes and Rates, Verified

GSTR-1 requires four-digit HSN reporting for turnover up to Rs.5 crore and six digits above it, and a wrong code often means a wrong rate. We verify the classification of what you actually supply, so your invoices and returns rest on defensible codes.

✓

Notice-Proof Filing Discipline

Most GST notices trace back to mismatches between GSTR-1, GSTR-3B and GSTR-2B. We reconcile these before filing, not after a notice arrives, so your returns are internally consistent and the most common triggers for ASMT-10 scrutiny simply never appear.

How It Works

Our GST Appeal Process

Order study and strategy

We analyse the order for factual, computational and legal errors, confirm the three-month limitation position, and agree the grounds on which the appeal will proceed.

Pre-deposit arrangement

The disputed tax is quantified, the mandatory 10% pre-deposit is computed, and payment is made through the cash or credit ledger so recovery of the balance is stayed.

Appeal drafting

The statement of facts and grounds of appeal are drafted with supporting reconciliations and judicial precedents, and reviewed with you before filing.

APL-01 filing

The appeal is filed on the portal in Form APL-01 with annexures, and the final acknowledgement in APL-02 is obtained after submission of the certified order copy.

Hearing and outcome

We file written submissions, appear at the personal hearing, address the authority's questions, and follow the matter through to the appellate order in APL-04.

Outcomes

What You Get

Practical outcomes our clients measure us by.

★

Compliance That Continues When You Travel

Illness, travel or a family function no longer threatens a deadline. With a standing external process holding your calendar and data trail, filings proceed on schedule whether or not you are at your desk.

★

TDS and TCS Credits Converted to Cash

Amounts deducted by government buyers as GST TDS and by marketplaces as TCS are accepted on the portal each period, so money withheld against your GSTIN actually reaches your cash ledger instead of lying unclaimed.

★

No More Late Fees

With returns filed ahead of the statutory due dates every period, the Rs.50-per-day GSTR-3B late fee simply stops appearing in your life, and the money stays in your business where it belongs.

★

Audit-Ready Records at All Times

Filed returns, challans, reconciliations and working papers are archived in order from day one. If an audit or departmental verification comes, your file is ready the same week, not assembled in a panic.

★

Better Cash Flow Planning

You know your expected GST outflow days before the 20th, not on the night of filing. That advance visibility lets you plan payments, collections and bank balances instead of scrambling for funds at the deadline.

★

Bank and Tender Readiness

Loan applications and government tenders routinely demand GST returns and registration documents. With everything filed and archived properly, you can produce a complete compliance file within hours instead of days.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
Goods in transitE-way bills generated correctly and matched to invoices, so consignments pass roadside inspections without detention or penalty.A defective or missing e-way bill can mean detention at a checkpoint, with penalties that dwarf the tax on the consignment.
Annual return preparationMonthly reconciliations roll naturally into GSTR-9, filed comfortably before 31 December with figures already agreed through the year.Twelve months of unmatched data reconstructed in December, with differences discovered too late to be corrected cleanly.
Time costRoughly an hour a month to send data and approve drafts; the portal work, reconciliation and follow-up are ours.Hours every month lost to portal errors, JSON files, OTP failures and reworking figures — usually on the due date itself.
Record keepingEvery return, challan, acknowledgement and working paper archived in an organised folder, retrievable in minutes years later.Documents scattered across email, downloads and old phones; assembling records for a bank or an audit takes days.
Risk of noticesGSTR-1, GSTR-3B and GSTR-2B reconciled before filing, removing the mismatches that trigger most scrutiny notices.Inconsistent figures across returns quietly build a mismatch history that surfaces later as ASMT-10 scrutiny or a demand notice.
Supplier defaultsSuppliers who stop uploading invoices are identified within the period and pursued before their default becomes your blocked credit.Missing supplier invoices surface only when credit is denied, by which time recovering the amount from the vendor is difficult.

Recent Developments in GST — relevant to Vandalur businesses

Selected notifications, Council decisions and court rulings that practising consultants are applying to live cases.

Notification

Section 9(4) reverse charge suspension extended to 30 June 2018

Notification No. 10/2018-Central Tax (Rate) dated 23.03.2018 · 2018-03-23

This notification amended Notification 08/2017-Central Tax (Rate) to extend the exemption from reverse charge on intra-State supplies received by a registered person from an unregistered supplier, moving the end date from 31 March 2018 to 30 June 2018. It was the first of several extensions granted while the Government considered how to redesign section 9(4) rather than let it revive in its original sweeping form.

Why this matters: For any Chennai scrutiny covering the first quarter of 2018-19, this notification confirms that unregistered purchases still attracted no reverse charge liability.

Circular

Extruded savoury snacks at 12 per cent, car seats and railway air conditioners clarified

Circular No. 235/29/2024-GST, dated 11 October 2024 · 2024-10-11

Implementing the 54th GST Council decisions, CBIC clarified that extruded or expanded savoury or salted products other than un-fried snack pellets fall under tariff item 1905 90 30 and attract twelve per cent prospectively, while un-fried or uncooked snack pellets continue at five per cent. Roof-mounted package unit air conditioning machines for railway coaches were held classifiable under heading 8415 and not as railway parts, and the rate position on motor car seats was settled.

Practical effect: Namkeen and extruded snack manufacturers must apply the clarified rate prospectively and can rely on the circular's regularisation for earlier supplies.

Case Law

Prohibition order modified and goods released provisionally where the department showed no supporting material

Tvl. Rising International Co. v. Commissioner of Central GST and Central Excise — Madras High Court (Madurai Bench), W.P.(MD) No. 12152 of 2020, decided 6 October 2020 (G.R. Swaminathan J.) · 2020-10-06

An importer of toys challenged seizure and prohibition orders issued during a GST inspection. The Madras High Court partly allowed the petition, sustaining the seizure but modifying the prohibition order and directing provisional release of the goods on a personal bond plus a deposit of Rs. 2 lakh. The Court noted that the officers had not produced the material on which their reason to believe was founded, and took into account the severe business disruption caused by the pandemic.

What it means for you: Seized stock can often be released provisionally on bond and a modest deposit while the investigation continues, instead of remaining locked up indefinitely.

Upload the PDF to our free GST Notice Analyser. It identifies which of 34 notice types you have, pulls out the DIN, GSTIN and tax period, reads the reply date printed on the notice and tells you plainly whether that date has already passed — along with the documents and reconciliations you will need. No payment, no account. If the notice does not state a date we can read, it says so rather than guessing one for you.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

Are there any hidden charges for GST appeal APL-01?
No. The fee quoted before we start is the fee you pay. Government fees, portal charges or statutory late fees, where they apply, are separate and disclosed to you in advance with the exact amount. We issue a proper GST invoice for our professional fee. If the scope of work changes — for example, an unexpected notice or additional periods — we tell you the revised fee before doing anything further.
Can I get GST appeal APL-01 done online without visiting the office?
Yes, the entire process can be handled online. You share scanned documents on WhatsApp or email, we prepare and file everything on the GST portal, and you receive the acknowledgement and filed copies digitally. Businesses in Vandalur regularly complete GST appeal with us without a single office visit. If a physical verification or personal hearing is required by the department, we guide you through it.
How much pre-deposit do I have to pay for a GST appeal?
To file an appeal you must pay the admitted tax, interest and penalty in full, plus a pre-deposit of 10 percent of the disputed tax amount. Only the tax in dispute counts for the 10 percent; disputed interest and penalty do not require any pre-deposit, except that an appeal against an e-way bill detention penalty order under Section 129(3) requires payment of 25 percent of the penalty. Once the appeal is filed with this payment, recovery proceedings for the balance amount are deemed stayed until the appeal is decided. The pre-deposit can be paid from the electronic cash ledger, and courts have also accepted credit ledger payment for the tax component. ChennaiGST computes the exact pre-deposit for Vandalur clients so nothing extra is blocked.
My GST registration was cancelled. Should I file an appeal or a revocation application?
If the cancellation was initiated by the department, for example for non-filing, the primary remedy is a revocation application in Form REG-21 within ninety days of the cancellation order, after filing all pending returns and clearing tax, interest and late fees. Revocation is quicker and handled by the same jurisdictional officer. An appeal in APL-01 within three months is the route when revocation is rejected, when the ninety-day window is lost, or when you dispute the very grounds of cancellation. Choosing the wrong track wastes precious weeks while your Vandalur business cannot issue tax invoices, so decide with advice on day one.
What does it cost to file a GST appeal in Vandalur?
Apart from the statutory pre-deposit of 10 percent of the disputed tax, which is your own money adjusted against the demand, the professional fee depends on the order's complexity, the number of issues and hearing effort involved. At ChennaiGST, appeal engagements start at Rs.9,999 and cover studying the order, drafting the grounds of appeal and statement of facts, computing and paying the pre-deposit, filing APL-01 with annexures, and representation at hearings before the appellate authority in Chennai. We take up appeals for businesses across Vandalur and give a written scope before starting. Share your order on +91 - 9600 606 444 for a quote.
I discovered an old ASMT-13 order only after the return-filing window closed. What can I do now?
Once the sixty-day window and the further sixty-day extended window under Section 62 have both lapsed, filing the return no longer withdraws the order, and the estimated demand in the liability register becomes recoverable. Your remedy shifts to an appeal in Form APL-01 within three months of the order's communication, with the prescribed pre-deposit, arguing the actual figures from your books against the officer's estimate. Appellate authorities regularly scale down best judgment estimates when the genuine return data is placed on record. Check the Additional Notices tab for any other unnoticed orders at the same time; Vandalur non-filers often find several. Call +91 - 9600 606 444 urgently.
Which GST orders can I appeal against?
Any decision or order passed by an adjudicating authority under the GST Acts can be appealed in Form APL-01. Common examples are demand orders under Section 73 or 74 summarised in DRC-07, registration cancellation orders in REG-19, refund rejection orders in RFD-06, best judgment assessment orders in ASMT-13, and penalty orders, including detention cases involving e-way bill lapses. A few matters are excluded, such as orders on transfer of proceedings and seizure directions. If you are unsure whether your order is appealable or whether a rectification or revocation route is faster, send it to +91 - 9600 606 444 and we will map the options for you.
My three-month appeal deadline has passed. Can I still file a GST appeal?
You have a narrow lifeline. The appellate authority can condone a delay of up to one month beyond the three-month limit if you demonstrate sufficient cause, such as illness or circumstances genuinely beyond control, so file APL-01 immediately with a detailed condonation application and evidence. Beyond three months plus one month, the appellate authority has no statutory power to admit the appeal, and your remaining options shrink to a writ petition before the Madras High Court in fit cases, or any amnesty scheme the government may notify. Do not add even a day's further delay; call +91 - 9600 606 444 today for an urgent filing.
What is the difference between GST return scrutiny and a departmental audit?
Scrutiny under Section 61 is a desk review of your filed returns, where the officer points out specific discrepancies through ASMT-10 and you explain them in ASMT-11; it is limited to what the returns reveal. An audit under Section 65 is far wider: officers examine your books of account, records and returns together, can visit your premises, and test classification, valuation, ITC eligibility and exemptions for the years covered by the ADT-01. Scrutiny can be closed with a good reconciliation; an audit needs sustained document management and negotiation over weeks. Both, if unresolved, end in Section 73 or 74 demands, so early professional handling pays.
My shop in Vandalur had GST cancelled because I stopped filing returns during a slow period. What now?
This is the most common revocation scenario we see in Vandalur. The sequence is: download the cancellation order and note its date, since your ninety-day REG-21 window runs from service of that order; compute and file every pending GSTR-1 and GSTR-3B up to the cancellation date; pay the tax with 18 percent interest and the late fees; then file REG-21 with a clear explanation of the lapse and proof of regularisation. Until revocation is granted you cannot issue tax invoices or generate e-way bills, so move quickly. Call +91 - 9600 606 444 with your GSTIN and we will assess the backlog the same day.
My GST registration was cancelled by the officer. How do I get it restored?
If the registration was cancelled suo motu by the officer, you can apply for revocation in Form REG-21 on the GST portal within ninety days of the service of the cancellation order. Before applying, you must clear the cause of cancellation: file all pending returns and pay the tax, interest and late fees due up to the cancellation date. The officer may restore the registration by an order in REG-22, or issue a notice in REG-23, to which you reply in REG-24 within seven working days. Once revoked, the GSTIN becomes active again with the same number. Our Vandalur office handles revocations end to end; call +91 - 9600 606 444.
Where is the place of supply for services connected to a building or land?
Services directly relating to immovable property, including those of architects, interior decorators, engineers, surveyors, construction and works contract services, renting, and accommodation in hotels, are supplied where the property is located, under Section 12(3). The recipient's location and registration are irrelevant. So a Vandalur architect designing a factory in Coimbatore charges CGST plus SGST of Tamil Nadu, but for a project in Kochi the place of supply is Kerala and IGST applies. For hotels, the state where the hotel stands is always the place of supply, which is why accommodation is invariably billed with that state's local taxes regardless of where the guest's business is registered.
What is the default place of supply rule for services within India?
Section 12(2) of the IGST Act sets the general rule for domestic services: if the recipient is registered, the place of supply is the recipient's location; if unregistered, it is the recipient's address on your records, and failing that, the supplier's own location. So a consultant in Vandalur advising a registered company in Hyderabad charges IGST, while the same advice to a local walk-in individual attracts CGST plus SGST. This default yields only to the specific rules for immovable property, events, transportation, and a few other categories, so always check whether a specific rule captures your service before falling back on the general one.
What is the place of supply for freight and courier charges on goods?
For transportation of goods, including by courier, Section 12(8) fixes the place of supply as the location of the recipient where the recipient is registered. Where the recipient is unregistered, it is the location where the goods are handed over for transportation. So a registered Vandalur manufacturer paying a transporter for a Chennai-to-Delhi movement has Tamil Nadu as the place of supply, and the RCM liability is paid as CGST plus SGST if the transporter is also in Tamil Nadu. This rule matters chiefly for paying reverse charge on GTA freight under the correct heads, because paying IGST where CGST and SGST were due creates a refund-and-repay exercise later.
How do I round off tax amounts on a GST invoice?
Section 170 of the CGST Act prescribes normal rounding to the nearest rupee: where the tax contains a part of a rupee, fifty paise or more is rounded up to one rupee, and less than fifty paise is ignored. The rounding is applied to the tax amount on each invoice, separately for each tax head, so CGST and SGST are each rounded individually rather than rounding only the invoice total. Most billing software handles this automatically, but spreadsheets and manual bills often round the grand total instead, creating one-rupee mismatches that clutter reconciliations across thousands of invoices.
Our head office in Vandalur supports branches in other states. Is a cross-charge invoice really required?
Yes. Branches with separate GSTINs are distinct persons, and Schedule I treats supplies between them as taxable even without consideration. Services your head office renders to branches, such as accounting, IT support or management oversight, should be cross-charged through a tax invoice with IGST, which the branch claims as credit. On valuation, Rule 28 helps: where the recipient branch is entitled to full ITC, the value declared on the invoice is deemed to be the open market value, and Circular 199/11/2023 clarifies that internally generated services need not include the salary cost of head office employees. A documented cross-charge policy keeps audits short; call +91 - 9600 606 444 to set one up.
What documents must I prepare for reverse charge purchases from unregistered suppliers?
Two documents are required. First, a self-invoice: Section 31(3)(f) obliges you to issue an invoice on yourself for goods or services received from an unregistered supplier on which you pay tax under reverse charge, and under Rule 47A this self-invoice must be issued within thirty days of receiving the supply. Second, a payment voucher under Rule 52 at the time of making payment to the supplier. The self-invoice is the document on which you claim the input tax credit of the reverse charge tax paid. Freight from unregistered transporters and advocate fees are typical cases where businesses miss this paperwork.
What happened to the old 12 percent and 28 percent GST slabs?
Both slabs were abolished with effect from 22 September 2025. Nearly all goods that were at 12 percent moved down to 5 percent, and the bulk of the 28 percent items moved to 18 percent, with only a small set of luxury and demerit goods shifted up to the special 40 percent rate. This means old rate charts, printed price lists and software masters created before September 2025 are unreliable. Before quoting or billing, confirm the current rate against the CBIC rate notifications for your exact HSN code, or call +91 - 9600 606 444 and we will verify it for your product list.
What is the process for GST appeal APL-01?
The process runs in clear stages: Order study and strategy; Pre-deposit arrangement; Appeal drafting; APL-01 filing. A senior consultant reviews your file at each stage rather than passing it to a data-entry desk, and you receive a confirmation with the filed documents once it is complete. You always know which stage your work is at — we update you on WhatsApp instead of leaving you to follow up.
How much does GST appeal APL-01 cost in Vandalur?
Our fee for GST appeal APL-01 in Vandalur starts at Rs.9,999 and is quoted in full before we begin — there are no hidden charges added later. The fee covers professional work end to end: document review, preparation, filing and follow-up until completion. Government fees or portal charges, where applicable, are separate and always shown to you upfront. For an exact quote based on your turnover and business type, call +91 - 9600 606 444 and a consultant will confirm it on the call.
Which GST office handles Vandalur businesses?
Businesses in Vandalur (PIN 600048) generally fall under the CGST Chennai Outer Commissionerate, with state-jurisdiction cases handled by the Tamil Nadu Commercial Taxes Department. Your exact division and range can be confirmed from your GSTIN on the GST portal. We regularly appear before this jurisdiction for registrations, clarifications and hearings, so we know the local practice and documentation preferences.
