The parent e-invoicing notification was further amended to substitute Rs 10 crore for Rs 20 crore, with effect from 1 October 2022. This fifth phase brought small businesses squarely into the system. As with earlier phases, the test is whether aggregate turnover exceeded Rs 10 crore in any financial year from 2017-18 onwards, and aggregate turnover is computed on a PAN-India basis across all registrations rather than State by State.
How we apply it: From October 2022 a Chennai business crossing Rs 10 crore across all its GSTINs must generate e-invoices, and failing to do so renders the invoice invalid for the customer's credit.

The 49th GST Council meeting decided to clear the entire balance of GST compensation dues to states, with the Centre releasing Rs 16,982 crore for June 2022 from its own resources pending cess collections. The Council also approved release of admissible final compensation to states that had furnished revenue figures certified by their Accountant General. This closed the five-year compensation window promised to states at the launch of GST, while cess collections continued to service the back-to-back loans taken during COVID.
What it means for you: Compensation cess on items like aerated drinks, coal and motor vehicles continued to apply to fund loan repayment, so businesses dealing in cess goods had to keep charging it.

The Board answered a set of service taxability questions arising from the 52nd GST Council meeting. Among them, it confirmed that District Mineral Foundation Trusts set up by State Governments qualify as Governmental Authorities and are therefore eligible for the exemptions available to such authorities. Other classification and exemption questions on specified services were also settled, so that field formations across States adopt a uniform view rather than issuing conflicting demands.
What to do about it: Contractors in Tamil Nadu working for statutory trusts and authorities should verify the exemption position against this circular before quoting a GST-inclusive price.
