Trade Profile and GST Jurisdiction for Urapakkam

Choosing LUT Filing RFD-11 in Urapakkam is ultimately an act of trust: you are handing over sales figures, purchase records and portal access. Urapakkam is a fast-growing apartment corridor on GST Road between Vandalur and Guduvancheri, where builders, ready-mix concrete and building-material suppliers, supermarkets and clinics serve thousands of new households around the railway station. Builders here must apply the 1 per cent affordable and 5 per cent other residential rates without input tax credit, and account for reverse charge when cement is purchased from unregistered suppliers. We earn that trust the unglamorous way — fixed fees honoured, drafts approved by you before filing, acknowledgements shared the same day, and strict confidentiality throughout. Clients across Urapakkam, Vandalur and Guduvancheri have stayed with us for years on precisely this basis.

GST jurisdiction for Urapakkam (PIN 603210): businesses here generally fall under the CGST Chennai Outer Commissionerate. We regularly represent clients from Urapakkam before this jurisdiction for registrations, clarifications and notice hearings, and can confirm your exact division and range from your GSTIN. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST for Pharma Distributors in Urapakkam
Distributing medicines in Urapakkam means handling several rates at once: most formulations moved to 5 percent from 22 September 2025, while specified lifesaving drugs are nil-rated, and nil-rated sales trigger proportionate credit reversal under Rule 42. Date-expired stock returned by chemists must travel back either as a fresh supply from the retailer or against a credit note under Section 34, following the procedure laid down in Circular 72/46/2018, with credit reversal where the goods are destroyed. Batch-wise and expiry-wise stock records are what officers ask for first. A specialist manages the returns paperwork, rate masters and reversal workings that drug distribution demands.
The cost of LUT Filing RFD-11 in Urapakkam starts at Rs.999 as a fixed professional fee quoted upfront, with any government fees shown separately and no hidden additions later.
Why Us

Why Urapakkam Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

✓

Zero Tolerance for Late Fees and Interest

GSTR-3B late fees run at Rs.50 per day and interest at 18 percent per annum on unpaid tax. Our internal cut-offs sit days ahead of statutory due dates precisely so that our clients never hand the department a rupee they did not owe.

✓

We Work with Your Existing Software

Tally, Zoho Books, Busy, marketplace reports, plain Excel or even a handwritten bill book — we take your data in whatever form your Urapakkam business already maintains it. You are never forced to buy new software or retrain staff just to become our client.

✓

Familiar with Chennai Jurisdictions and Officers' Expectations

We work with Chennai GST ranges and circles every week, including the jurisdiction covering Urapakkam. We know how local proper officers examine registrations, what supporting documents they routinely call for, and how to present a file so it moves without repeated queries.

✓

Proactive Alerts Before Problems Become Notices

If your GSTR-1 and GSTR-3B start drifting apart, if a large supplier stops filing, or if your turnover approaches the e-invoice threshold, we flag it to you immediately. Early warnings from our side are cheaper than departmental letters later.

✓

Every Return Reviewed by a Senior Consultant

No filing leaves our desk on a junior's judgement alone. A senior GST practitioner reviews your figures, ITC claims and tax computation before submission, so errors are caught at our table and not by the department months later through a notice.

✓

Experience Across Trades and Sectors

Traders, manufacturers, contractors, e-commerce sellers, professionals and service exporters — we have handled GST for all of them. Whatever mix of goods and services your Urapakkam business supplies, the rate, classification and place-of-supply questions have almost certainly crossed our desk before.

How It Works

Our LUT Filing Process

Eligibility check

We confirm you are eligible to file an LUT, which covers all registered exporters except those prosecuted for tax evasion exceeding Rs.2.5 crore.

Details preparation

We compile the authorised signatory information and the names, addresses and occupations of two independent witnesses required for the undertaking in Form RFD-11.

Online filing

The LUT is filed on the GST portal under the refunds menu, signed with DSC or EVC, usually completed on the same working day.

Acknowledgement handover

We download the filed LUT and share the ARN, which should be quoted on every export invoice raised without payment of IGST during the year.

Renewal tracking

We record the validity, which runs to the end of the financial year, and remind you before 1 April so the fresh LUT is in place for the new year.

Checklist

Send these on WhatsApp (+91 - 9600 606 444) and we take it forward the same day.

Outcomes

What You Get

Practical outcomes our clients measure us by.

★

Clarity on What You Actually Owe

Each period you receive a simple computation showing output tax, credit utilised and net cash payable, so GST becomes a number you understand and question rather than a figure you accept blindly.

★

Advances Treated Correctly

Advances received for services attract GST on receipt while advances for goods generally do not; applying this distinction correctly means you neither prepay tax unnecessarily nor omit a liability that surfaces later with interest.

★

The Lowest Tax Position the Law Allows

Your scheme choice — regular, composition or QRMP — is re-examined as turnover and margins change, so you are always paying under the structure that legitimately costs your business the least.

★

Peace of Mind Around Due Dates

The 11th and the 20th stop being days of dread. You approve a prepared draft, we file, and the acknowledgement lands on your WhatsApp — month after month, without drama.

★

Every Eligible Rupee of ITC Claimed

Systematic GSTR-2B matching and supplier follow-up mean input tax credit that was leaking away under self-filing is captured each month, directly reducing the cash you pay out with every GSTR-3B.

★

Export Benefits Fully Utilised

With the LUT filed at the start of each financial year and refund claims tracked to credit, exporters supply without blocking funds in IGST and recover accumulated credit on schedule.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
Time costRoughly an hour a month to send data and approve drafts; the portal work, reconciliation and follow-up are ours.Hours every month lost to portal errors, JSON files, OTP failures and reworking figures — usually on the due date itself.
Goods in transitE-way bills generated correctly and matched to invoices, so consignments pass roadside inspections without detention or penalty.A defective or missing e-way bill can mean detention at a checkpoint, with penalties that dwarf the tax on the consignment.
Late fees and interestFilings go in ahead of statutory dates, so the Rs.50-per-day late fee and 18 percent interest never arise.Late fees accumulate silently every delayed day, and interest on unpaid tax runs at 18 percent per annum.
Portal credentials and dataLogins handled by a small engaged team under strict confidentiality, with credentials stored securely and never passed onward.Passwords circulating on chats with freelancers and part-timers, and no accountability for who has accessed your business data.
Risk of noticesGSTR-1, GSTR-3B and GSTR-2B reconciled before filing, removing the mismatches that trigger most scrutiny notices.Inconsistent figures across returns quietly build a mismatch history that surfaces later as ASMT-10 scrutiny or a demand notice.
Input tax creditPurchase register matched against GSTR-2B each period, with defaulting suppliers chased so eligible credit is actually captured.Credit claimed from books alone; mismatches with GSTR-2B mean lost credit or excess claims that invite departmental queries.

Case Law

Goods moving with expired e-way bills released on bank guarantee, with officer told to weigh whether it was a technical breach

M/s. Caterpillar India (P) Ltd v. State Tax Officer — Madras High Court, W.P. Nos. 5075, 5076, 5078, 5081, 5128, 5185 and 5189 of 2019, decided 26 February 2019 (Anita Sumanth J.) · 2019-02-26

Consignments were detained because the e-way bills accompanying them had expired. The Court directed immediate release on furnishing a bank guarantee and, importantly, directed the assessing officer to consider whether the lapse was a substantive violation or only a technical breach, having regard to Sections 122, 125 and 126 of the CGST Act. Adjudication was to be completed within four weeks, with amounts already remitted by the transporter adjusted against the final determination.

How we apply it: A Chennai consignor whose goods are held for a stale e-way bill can seek release against security while pressing that Section 126 requires leniency for minor procedural lapses.

AAR Ruling

No second levy of IGST when goods leave a Free Trade Warehousing Zone

The Bank of Nova Scotia - AAR Tamil Nadu, Order No. TN/23/AAR/2018, dated 31 December 2018 · 2018-12-31

The bank imported goods and stored them in a Free Trade Warehousing Zone before they were cleared. It asked whether integrated tax was payable again when the goods were removed from the zone to the domestic tariff area, over and above the tax collected at the time of customs clearance. The Authority, following Circular No. 3/1/2018-IGST dated 25 May 2018, held that the applicant is not liable to pay IGST at the time of removal, the levy arising once at clearance for home consumption.

Practical effect: Chennai importers using FTWZ facilities pay IGST once at clearance and should resist any demand for a second levy on removal.

GST Council

Rate schedule for goods and compensation cess approved at Srinagar

14th GST Council Meeting, Srinagar — 18-19 May 2017 (PIB Release ID 1490274) · 2017-05-18

The Council completed the fitment exercise for goods and broadly approved GST rates at nil, five, twelve, eighteen and twenty-eight per cent across the tariff, along with the rates of GST compensation cess to be levied on specified goods. The chapter-wise, rate-wise schedule dated 18 May 2017 was published on the CBEC website immediately after the meeting, subject to further vetting, and formed the basis of the rate notifications issued for the 1 July 2017 rollout.

How we apply it: The original HSN-wise rate schedule for your products dates from this meeting; classification disputes often turn on how an item was fitted here.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

Which GST office handles Urapakkam businesses?
Businesses in Urapakkam (PIN 603210) generally fall under the CGST Chennai Outer Commissionerate, with state-jurisdiction cases handled by the Tamil Nadu Commercial Taxes Department. Your exact division and range can be confirmed from your GSTIN on the GST portal. We regularly appear before this jurisdiction for registrations, clarifications and hearings, so we know the local practice and documentation preferences.
Can I get LUT filing RFD-11 done online without visiting the office?
Yes, the entire process can be handled online. You share scanned documents on WhatsApp or email, we prepare and file everything on the GST portal, and you receive the acknowledgement and filed copies digitally. Businesses in Urapakkam regularly complete LUT filing with us without a single office visit. If a physical verification or personal hearing is required by the department, we guide you through it.
Do I need an LUT to supply goods or services to an SEZ unit?
Yes, if you want to supply without charging IGST. Supplies to SEZ units and SEZ developers for authorised operations are zero-rated under Section 16 of the IGST Act, exactly like physical exports. So a supplier in Urapakkam billing an SEZ unit can either supply under LUT without payment of tax and claim refund of accumulated ITC, or pay IGST and claim it as a refund. The same RFD-11 covers both exports and SEZ supplies for the financial year, so one filing protects all your zero-rated turnover. Keep the SEZ endorsement documents for refund claims.
Is anyone barred from filing an LUT for exports?
Yes. Under Rule 96A read with Notification 37/2017 Central Tax, a registered person who has been prosecuted for any offence under the CGST Act, the IGST Act or any existing law where the tax evaded exceeds Rs.2.5 crore is not eligible to export under LUT. Such an exporter must instead furnish a bond on non-judicial stamp paper backed by a bank guarantee, normally not exceeding fifteen percent of the bond amount, to the jurisdictional officer. Everyone else, including first-year exporters and small businesses in Urapakkam, can file RFD-11 online without any guarantee.
What happens to my export refund if the foreign client never pays me?
It depends on what you export. For export of goods, Rule 96B of the CGST Rules links refunds to realisation: if sale proceeds are not realised within the period allowed under FEMA, generally nine months, you must deposit the refund already received, proportionate to the unrealised amount, along with interest, within thirty days of the expiry of that period, and you can reclaim it by producing evidence of realisation within three months of receiving the money. For export of services, the consequence is even more direct: receipt of payment in convertible foreign exchange is itself a condition of export under Section 2(6) of the IGST Act, and refund claims must be backed by FIRC or BRC, so an unpaid service invoice never qualifies as a zero-rated export at all. Exporters in Urapakkam should therefore track outstanding foreign receivables against FIRC dates every quarter, not just at year end.
My foreign client wants to pay me in Indian rupees. Does the supply still qualify as export?
It can. The definition of export of services requires payment in convertible foreign exchange or in Indian rupees wherever permitted by the Reserve Bank of India. Under the RBI's international trade settlement mechanism introduced in July 2022, payments routed through Special Rupee Vostro Accounts of partner-country banks are permitted in INR, and such receipts satisfy the export condition. What does not qualify is a plain INR transfer from the client's Indian bank account or Indian branch. Preserve the bank advice showing the Vostro routing, because refund officers ask for it along with your invoice statement.
Which is better for an exporter: LUT without tax or paying IGST and claiming refund?
Both routes are legal, and the better choice depends on cash flow and credit position. The LUT route means you never pay IGST on exports, and you separately claim refund of accumulated ITC, which suits service exporters and businesses with modest input credit. The IGST payment route blocks cash temporarily but refunds flow automatically through the customs system once GSTR-1 and the shipping bill match, which some goods exporters find faster. A business with large accumulated ITC often prefers paying IGST by utilising that credit. A short working comparing both routes usually settles the question.
I am a freelance software developer in Urapakkam with foreign clients. Should I file an LUT?
Yes, once you are GST-registered. Service exporters, including freelancers, IT companies and consultants receiving payment in foreign exchange, should file an LUT in RFD-11 so they can invoice overseas clients without charging IGST. Otherwise you must pay 18 percent IGST from your own pocket and wait for a refund, which strains cash flow. Remember that service providers in Tamil Nadu need GST registration once turnover crosses Rs.20 lakh, and many voluntarily register earlier to claim ITC refunds on expenses. ChennaiGST handles registration plus LUT filing for exporters in Urapakkam; call +91 - 9600 606 444 to get started.
What documents do I need to attach with a GST refund application?
The documents depend on the refund category. Export refunds under LUT need a statement of invoices with corresponding shipping bill numbers and dates, or FIRC and BRC for service exports. Inverted duty claims need statements of inward and outward supplies with the Rule 89(5) computation. All claims need a declaration that the tax incidence has not been passed on, and claims above Rs.2 lakh require a certificate from a chartered accountant or cost accountant in certain cases. Uploads are limited on the portal, so annexures must be prepared compactly. Call +91 - 9600 606 444 for a category-wise checklist.
Swiggy and Zomato pay the GST on my restaurant orders. How do I show these sales in my returns?
Since 1 January 2022, tax on restaurant services supplied through e-commerce operators is payable by the operator under Section 9(5), so you do not charge GST on app orders and no TCS is collected on them either. You must still report these supplies: show them in GSTR-3B Table 3.1.1(ii) as supplies on which the operator pays tax, and disclose them in GSTR-1, without paying tax on them again. Direct dine-in and takeaway billing remains taxable in your hands at 5%. Mixing up these tables is a common error we correct for restaurants in Urapakkam; call +91 - 9600 606 444 for help.
My shop was closed for a month. Can I skip filing GST returns for that period?
No. Once you hold an active GSTIN, returns must be filed for every tax period regardless of business activity. If there were no sales and no purchases, you must file nil GSTR-1 and nil GSTR-3B for that month. Skipping creates a break in the sequential filing chain, blocks future returns, accumulates late fees and can eventually lead to suspension of registration. Nil returns take only minutes and can even be filed by SMS. If your business in Urapakkam has periods of inactivity, ask us about our low-cost nil filing plan.
What is the GST treatment for an event management company handling corporate events?
Event management services attract 18 percent with full input tax credit. Place of supply rules deserve attention: for organising an event for a registered client, the place of supply is the client's location, so a Chennai company organising a Goa offsite for a Bengaluru-registered client charges IGST to Karnataka. For unregistered clients, the place of supply is where the event is actually held. Admission tickets are taxed where the event takes place. Getting the state wrong means the client's credit is jeopardised and the tax may need repayment under the correct head, so event companies serving multi-state clients should map each contract before invoicing.
Is GST applicable on rent for my shop or office premises?
Yes. Renting of commercial property such as shops, offices, godowns and industrial sheds is a taxable supply of services at 18 percent, charged by the landlord under forward charge once the landlord's aggregate turnover, including this rent, crosses Rs.20 lakh. The tenant, if registered and using the premises for business, can claim the GST as input tax credit, since renting is not a blocked credit. Landlords with several small commercial properties often cross the threshold without realising it, because rent from all properties on the same PAN is clubbed. A yearly turnover check protects against retrospective demands.
Is GST still charged on life and health insurance premiums?
No. With effect from 22 September 2025, premiums on all individual life insurance policies, including term plans, endowment plans and ULIPs, and all individual health insurance policies, including family floater and senior citizen plans, are exempt from GST. Reinsurance of these policies is also exempt. Earlier these premiums bore 18 percent tax. Note that the exemption applies to policies taken by individuals; certain group covers procured by businesses can still attract GST, and insurers can no longer claim input credit attributable to exempt policies. Policyholders should see the benefit directly in renewal notices.
How is the place of supply decided when I sell goods?
Section 10 of the IGST Act gives the tests. Where the sale involves movement of goods, the place of supply is the location where the movement terminates for delivery to the recipient, whoever arranges the transport. Where there is no movement, it is the location of the goods at the time of delivery, which covers over-the-counter sales and sales of installed machinery in place. Where goods are assembled or installed at site, the place of supply is the site of installation. Getting this right decides whether you charge CGST plus SGST or IGST, and a Urapakkam seller delivering to a Bengaluru buyer charges IGST because delivery terminates in Karnataka.
Do I have to issue an invoice for every small cash sale in my shop?
Not necessarily. Where the value of a supply is less than Rs.200, the buyer is unregistered, and the buyer does not ask for an invoice, you may skip issuing an individual tax invoice. Instead, you must prepare one consolidated tax invoice at the close of each day covering all such small sales. The moment a customer demands an invoice, or the sale is Rs.200 or more, a proper invoice is required. Retail counters typically issue system receipts to every customer anyway, which is cleaner practice, but the daily consolidated invoice is the legal minimum for petty sales.
What is the place of supply for freight and courier charges on goods?
For transportation of goods, including by courier, Section 12(8) fixes the place of supply as the location of the recipient where the recipient is registered. Where the recipient is unregistered, it is the location where the goods are handed over for transportation. So a registered Urapakkam manufacturer paying a transporter for a Chennai-to-Delhi movement has Tamil Nadu as the place of supply, and the RCM liability is paid as CGST plus SGST if the transporter is also in Tamil Nadu. This rule matters chiefly for paying reverse charge on GTA freight under the correct heads, because paying IGST where CGST and SGST were due creates a refund-and-repay exercise later.
We hire cabs monthly for employee transport in Urapakkam. Who pays the GST?
If the cab operator is not a body corporate, charges 5 percent, and your business is a body corporate, the liability shifts to you under reverse charge. The entry covers renting of motor vehicles designed to carry passengers where the cost of fuel is included in the consideration. If the operator is itself a company, or bills at the higher rate with full ITC, 18 percent since the September 2025 rate rationalisation, forward charge applies and the operator collects the tax. Remember that even after paying RCM, the ITC on employee transport in vehicles seating up to thirteen is blocked under Section 17(5) unless providing the transport is obligatory for the employer under a law.
What is the process for LUT filing RFD-11?
The process runs in clear stages: Eligibility check; Details preparation; Online filing; Acknowledgement handover. A senior consultant reviews your file at each stage rather than passing it to a data-entry desk, and you receive a confirmation with the filed documents once it is complete. You always know which stage your work is at — we update you on WhatsApp instead of leaving you to follow up.
Are there any hidden charges for LUT filing RFD-11?
No. The fee quoted before we start is the fee you pay. Government fees, portal charges or statutory late fees, where they apply, are separate and disclosed to you in advance with the exact amount. We issue a proper GST invoice for our professional fee. If the scope of work changes — for example, an unexpected notice or additional periods — we tell you the revised fee before doing anything further.
Is there a GST consultant near Urapakkam for lut filing under gst?
