GSTN Advisory, November 2023 — two-factor authentication for logging into the GST portal · 2023-11
GSTN introduced two-factor authentication for the GST portal. Besides the user identity and password, a one-time password is delivered to the primary authorised signatory's registered mobile number and e-mail address, and must be entered to complete login. The measure was piloted in selected states and then extended in phases across the country, covering taxpayers as well as their sub-users. Login fails if the registered contact details on the portal are outdated and the one-time password cannot be received.
Why this matters: Keep the authorised signatory's mobile number and e-mail current on the portal, otherwise your team can be locked out on the filing due date.

CBIC noticed that many taxpayers were not reporting details of inter-State supplies made to unregistered persons, composition dealers and UIN holders in Table 3.2 of FORM GSTR-3B, and in Table 7B of FORM GSTR-1 for invoices up to Rs 2.5 lakh. Because these figures drive the settlement of integrated tax between the Centre and the States, the circular directed that the information be furnished correctly and warned that failure attracts general penalty under section 125.
Practical effect: Businesses selling across State borders to consumers should keep Table 3.2 populated, since mismatches here are a common trigger for scrutiny notices.
Rule 37A, CGST Rules, 2017, inserted by Notification No. 26/2022-Central Tax · 2022-12-26
Rule 37A makes the buyer responsible where a supplier declares an invoice in GSTR-1 but fails to file the corresponding GSTR-3B by 30 September following the end of that financial year. The recipient must reverse the input tax credit availed on that invoice by 30 November of that year, failing which interest under Section 50 runs. If the supplier later files the return and pays tax, the recipient may re-avail the credit without any time limit.
What it means for you: Track supplier GSTR-3B compliance annually, reverse credit for defaulting suppliers by 30 November, and re-claim it once the supplier regularises.
