29th GST Council Meeting, New Delhi — 4 August 2018 (Signed Minutes, Agenda Item 2) · 2018-08-04
The Council devoted an entire meeting to the concerns of micro, small and medium enterprises, noting that roughly five crore MSME units employ about twelve crore people. It constituted a Group of Ministers on MSME convened by the Union Minister of State for Finance, directed the Fitment, Law and IT Committees to examine MSME issues raised by States and field formations and report to that Group within two months, and required that relief already granted to the sector be documented and publicised.
Why this matters: Several later reliefs for small business, including higher registration thresholds and the composition scheme for service providers, trace back to the process started at this meeting.

The Supreme Court held that where a special taxing statute provides a complete code with its own limitation scheme, the general provisions of the Limitation Act permitting condonation of delay do not apply. Delay in filing a reference or appeal beyond the period prescribed by the special statute cannot be condoned. The scheme, language and object of the special Act determine whether the Limitation Act is impliedly excluded.
What it means for you: Chennai businesses must treat GST appeal and revision deadlines as absolute, since general limitation relief is not available.
Notification No. 50/2018-Central Tax dated 13.09.2018 · 2018-09-13
This notification appointed 1 October 2018 as the date on which section 51 of the CGST Act, dealing with tax deduction at source, came into force, and specified the classes of deductors covered, broadly government departments and establishments, local authorities, government agencies and specified public sector undertakings and bodies. The deduction is at one per cent of the taxable value where the contract value exceeds Rs 2.5 lakh.
What it means for you: A Chennai supplier holding government or public sector contracts has faced GST TDS since October 2018, and must claim the credit reflected in FORM GSTR-2A against its output liability.
