The Authority held that toys containing electronic components attract 18 percent under the residual entry for electronic toys, irrespective of how those components are used, so children's scooters and smart tricycles with lights and music are taxed at 18 percent, while toys that work without electronics remain at 12 percent.

The CGST (Second Amendment) Rules, 2024 inserted Rule 164, effective 1 November 2024, prescribing Forms SPL-01 and SPL-02 for applying under the Section 128A scheme that waives interest and penalty on Section 73 demands of FY 2017-18 to 2019-20 once the tax is paid. The rules also inserted Rule 47A, requiring recipients liable under reverse charge to issue the self-invoice within thirty days of receiving supplies from unregistered persons.
What it means for you: Waiver applications under Section 128A are filed in SPL-01 or SPL-02 on the portal, and reverse-charge self-invoices now carry a strict thirty-day clock.
Circular No. 172/04/2022-GST · 2022-07-06
This circular settled four recurring questions. Perquisites provided by an employer to an employee under a contractual employment agreement are not liable to GST. The proviso to Section 17(5)(b) applies to the whole of that clause, so credit is available where a supply is obligatory under any law in force. The electronic credit ledger may be used to pay output tax, including tax demanded under Sections 73 and 74, but never for reverse charge liability, interest, penalty or fees.
