With the revised model law still to be brought back to the Council, the fitment of rates incomplete and taxpayers needing time to configure their accounting systems, the Council unanimously agreed to extend the GST rollout date to 1 July 2017. Maharashtra, Assam and Bihar had pressed for 1 April 2017, Assam adding that changing the tax regime in the middle of a financial year was undesirable, but the Chairperson observed that the legal and rate work would spill into March 2017 and that an April deadline had become a major challenge. Tamil Nadu and Karnataka supported 1 July 2017 as the more practical date.
How we apply it: GST law in India runs from 1 July 2017, so the first return periods, the first annual return and all transitional credit deadlines are measured from that date.

Alongside the goods schedule, CBIC issued companion notifications for services effective 22 September 2025, Notification 15/2025-Central Tax (Rate) superseding the services rate notification 11/2017 and Notification 16/2025-Central Tax (Rate) carrying the services exemptions. Individual life insurance and individual health insurance policies, including family floater and senior citizen policies, along with their reinsurance, were fully exempted from GST. Service rates were realigned to the two-slab structure, and the treatment of local delivery services provided through e-commerce operators was clarified within the package.
What it means for you: Insurance premiums for individual policies carry no GST from 22 September 2025, and service businesses should re-examine their rate positions under the restructured schedules.
Ranbaxy Laboratories Ltd v. Union of India — Supreme Court, (2011) 10 SCC 292, judgment dated 21-10-2011 · 2011-10-21
The Supreme Court held that interest on a delayed refund becomes payable from the date immediately after the expiry of three months from the date of receipt of the refund application, and not from the date on which the refund is finally sanctioned or an appellate order is passed. The statutory obligation to pay interest is automatic once the period lapses, irrespective of the reason for departmental delay.
What to do about it: A Chennai exporter whose GST refund is delayed beyond sixty days should claim statutory interest computed from the end of that period, not from the sanction date.
