The petitioner challenged a provisional attachment of its bank account. By the time the matter was heard, one year had elapsed from the date of the order. The Court observed that orders of attachment under Section 83 are self-limiting and remain in force for one year only, after which nothing survives for adjudication. The writ petition was accordingly closed, the attachment having ceased to operate by force of the statute itself.
Why this matters: A Chennai business should diarise the date of any Section 83 attachment — after twelve months the bank must release the account, and a fresh order is required if the department wants to continue.

Sponsorship services supplied by any person to a body corporate or partnership firm located in the taxable territory were placed under reverse charge, so the sponsor paying for naming rights, event branding or team sponsorship had to discharge the tax. The entry has since been narrowed: on the recommendation of the GST Council at its 55th meeting, sponsorship services supplied by body corporates were moved to forward charge, leaving reverse charge to apply mainly where the sponsorship provider is not a body corporate.
What it means for you: A Chennai company sponsoring a sports event or cultural programme must check whether the organiser is a body corporate before deciding to pay under reverse charge or accept a tax-charged invoice.

For online services supplied to unregistered persons, including OIDAR services, online gaming and subscriptions, CBIC clarified that the supplier must record the recipient's State on the tax invoice, which is then deemed the address on record for determining place of supply under Section 12(2)(b). Failure to collect and record the State means incorrect place of supply, wrong apportionment of tax between States, and exposure to penal action under Section 122(3)(e).
Practical effect: Any business selling digital services or subscriptions to consumers must capture the customer's State at checkout and print it on invoices, or face penalties and tax reallocation disputes.
