GSTN Advisory, September 2024 — implementation of the reduced Table 5 threshold notified by Notification No. 12/2024-Central Tax, dated 10 July 2024 · 2024-09
The threshold for invoice-wise reporting of inter-state supplies to unregistered persons in Table 5 of GSTR-1 and the corresponding table of GSTR-5 was reduced from Rs 2.5 lakh to Rs 1 lakh. GSTN implemented the change on the portal and advised taxpayers that each inter-state business-to-consumer invoice above Rs 1 lakh must now be reported separately with the place of supply, instead of being merged into the consolidated state-wise summary in Table 7.
What to do about it: Configure your billing software to flag inter-state retail bills above Rs 1 lakh, since a wrong place of supply here creates state-level revenue mismatch notices.

The Council decided that all taxpayers would file GSTR-3B with payment of tax by the 20th of the succeeding month until March 2018, and that for GSTR-1 taxpayers would be divided by turnover. Those with annual aggregate turnover up to Rs 1.5 crore would file GSTR-1 quarterly, and those above that figure monthly, with a detailed table of due dates. Filing of GSTR-1 was to continue without requiring GSTR-2 and GSTR-3 for the previous period.

Notification No. 9/2025-Central Tax (Rate), dated 17 September 2025, Schedule I, Chapters 33 and 34 · 2025-09-17
Hair oil and shampoo, toilet soap in the form of bars and cakes other than industrial soap, toothpaste, tooth powder and dental floss were moved into Schedule I at five per cent from 22 September 2025, down from eighteen per cent. Other soaps and organic surface-active preparations, and dentifrices other than the listed items, remain in Schedule II at eighteen per cent, so the concession is confined to the everyday personal care items the Council named.
Practical effect: FMCG distributors must apply five per cent only to the named items and keep the balance of the toiletries range at eighteen per cent, since the split within one chapter is easy to get wrong.
